NPS gets a chunk of SBI staff’s pension corpus

The Central government sponsored New Pension Scheme (NPS) is set to receive a major boost with the State Bank of India, moving a significant part of its employees’ pension corpus to the scheme. The NPS will also get significant contributions in coming months by way of employer and employee contribution towards the pension of public sector bank employees who join after April 1, 2010.

A senior official at the pension regulator PFRDA said NPS fund managers will henceforth manage a chunk of a fund that helps pay for retirement benefits of all present and former employees of the country’s largest lender.

“We received various queries from SBI regarding the nitty-gritties of our scheme,” said Rani Singh Nair, executive director at PFRDA. “We are happy to report that they have now joined us and we hope many others will also be encouraged to follow the example,” she told ET.



Industry officials say SBI is moving close to Rs 2,000 crore out of its about Rs 25,000-crore employees retirement corpus to NPS. The bank feels that NPS will help the fund fetch better returns than the current system it has in place.

As per published data, in-house fund management of most stateowned banks earned 8-9 % annualised returns in the fiscal year ended March 2009. NPS earned nearly 16%. It is this higher yield that SBI is trying to capture by participating in NPS.

In terms of the agreement between IBA and bank unions, all bank employees joining after April 1 will migrate to a defined contribution scheme. Since several public sector banks are planning to recruit clerks and probationary officers in the coming months, the number of NPS accounts are expected to grow sharply.

SBI’s chunk is a part of an overall corpus that pays for certain retirement benefits of employees, including the defined benefit pension.

Besides SBI, several state-owned corporations such as Nalco and Damodar Valley Corporation (DVC) have transferred a portion of their employees retirement benefit corpus to the NPS to take advantage of the benefits of economies of scale in managing retirement funds.



Unlike employees at state-owned banks, SBI employees are supposed to enjoy a “third benefit” as a part of their superannuation package. While others receive only provident fund (or pension) and gratuity post-retirement, SBI executives additionally get a third pension component.

This is done on a “defined benefit” basis, where the bank promises a specified monthly benefit on retirement that is predetermined by a formula based on the employee’s earnings history, tenure of service and age, rather than as a function of investment returns.

Who is eligible to apply?



All working and retired Central Government employees and the employees working under the Government of NCT of Delhi, who are working in the offices, which have been specifically declared eligible for General Pool, are entitled for allotment of accommodation from General Pool.





Documents to be submitted for authenticity:



Signature of administrative authorities of department where the employee is working is necessary in the application sent by the employee for booking. In the case of online reservation, application form generated by the system has to be signed by the administrative authorities before the same is sent by post. In the case of retired government employees, forwarding of self attested copy of the PPO along with the application for booking is necessary





How to guide for making reservation online:



Before proceeding to online reservation install Java Virtual machine software if the same is not installed in your computer already. As this online reservation system runs in Java platform this software is required to be installed in your computer. Also the conventional browsers such as Internet Explorer 6 and above supports this online reservation system well rather than Firefox or google chrome.

This is the step by step work flow chart for online reservation:



Step I     Register your request for advance reservation by filling online application form found in the website www.estates.nic.in.



Step II     After pressing the SUBMIT Button, take a print of the application form generated by the computer system. Copy of the applicant form can also be generated from the

button available in CHECK STATUS section.



Step III     Sign the application form. Get it verified/forwarded from the Administrative Divn. of applicant’s office (Retired Government employees should enclose SELF ATTESTED copy of the PPO/Pensioner ID. Card. Verification by office is not necessary).



Step IV     Annex Pay Order/Demand draft for the full amount of room charges. If Sending application to AD(Regions) New Delhi : DD/Pay Order to be drawn in the name of ASSISTANT DIRECTOR OF ESTATES (CASH), NEW DELHI (for booking of Holiday Homes other than Grand Hotel, Shimla). If Sending application to AEM, Chennai : DD to be drawn in the name of ASSISTANT ESTATE MANAGER, CHENNAI (for booking of Holiday Homes other than Grand Hotel, Shimla). Vacancies in Railways



There are 169813 vacancies in Railways as on 1st April 2009. A total number of 10395 posts of SCs and 12491 posts of STs were identified as lying vacant as on 1-11-2008 including in Group ‘A’. There are 1166 SC and 615 ST employees in Group ‘A’ as on 31-3-2009.

Streamlining of the working of Railway Recruitment Boards has been undertaken. Under the new methodology, examination for a particular post will be held on the same date simultaneously by all the Railway Recruitment Boards and in addition to Hindi, Urdu and English, question papers shall be set in local languages.

This information was given by the Minister of State for Railways, Shri E. Ahamed in a written reply in Rajya Sabha today.

This has reference to your letter No.HR&IR/MV/76/90/155 dated 21st April 2010



inviting us to sign the 9th Bipartite settlement on 27-04-2010. We would like to



draw your attention to the discussions held on 16th April, 2010 in consonance to



the modalities signed on 27-11-2009 that interalia stipulates - “30% (Rs.1800.54



crores) by all the employees who are in service of the banks as on the date of



the Memorandum of Settlement/Joint Note to be signed between the parties in this



regard. This amount will be recovered from the arrears payable on wage



revision.”, you had informed us that all employees who are in service shall have



to pay 1.6 times of the revised pay as on 01-11-2007.



To our utter surprise just on the eve of the signing agreement for which the



entire workforce serving in the industry are eagerly awaiting, you have violated



from the understanding reached earlier and now insisting upon us to agree that



only the CPF optees shall have to bear the entire burden of 1800.54 crores by



contributing 2.8 times of their pay as on 01-11-2007 in lieu of 1.6 times that



was agreed upon.



This is a major deviation from the earlier understanding as our organisation



could have submitted alternate proposal on 27-11-2009 for the benefit of the



employees to which we have been deprived of.



Further since 01-04-2008 quite a large number of employees have retired from



service for whom you have decided to recover 56% in addition to the Bank’s



contribution that they will be surrendering for opting pension. This will



definitely jeopardize the interest of both the serving and retired employees as



the very basis of actuarists calculation will undergo a change.



In view of the above we would like to submit that we are signing the 9th



Bipartite settlement under protest without prejudice to our rights to maintain



the sanctity of the understanding reached earlier.

The sources close to the South Block told that the proposal approved by the Finance Ministry (Department of Expenditure) regarding granting Grade Pay Rs.4200 to MCM in Ministry of Defence, facing a surprising twist in its non ending long journey.

It has been told that all the three federations (AIDEF, INDWF, and BPMS) are opposing this proposal as it was not the same as they accepted in Fast Track Committee. Hence it is believed that the Defence Ministry now sent the file back to MOF for the approval of the proposal accepted in Fast Track Committee.

In the old proposal it has been recommended that there will be 4 Grade Structure, in which Skilled-45%, Highly Skilled II-20.5%, Highly Skilled I-20.5%and MCM will be 14%and the Grade Pays are Rs.1900 to Skilled,Rs.2400 to HS-II,Rs.2800 to HS-I and Rs.4200 to MCM.

Casual labourers who are not yet granted with the Minimum of 6th CPC Wages will get the benefit of at least the Dearness Allowances included in their wages. The issue of applying 6th CPC wages is pending with the JS&FA for a decision. The undersigned is directed to refer to this Department's O.M. of even No. dated 29th September, 2009 revising the Dearness Allowance w.e.f. 1.7.2009 in respect of employees of Central Government and Autonomous Bodies who continue to draw their pay and allowances in the rpe-revised scales of pay as per 5th Central Pay Commission



2. The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 73% to 87% w.e.f. 1.1.2010. All other conditions as laid down in the O.M. dated 3rd October, 2008 will continue to apply.





3. The contents of this Office Memorandum may also be brought to the notice of the organizations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

PROJECT ARROW POST OFFICES ---SHOWS SIGNIFICANT INCREASE IN REVENUE.

Project Arrow has been launched with objective of modernizing the post offices and make visible, tangible and noteworthy differences in the post offices operations that matter to “Aam Aadmi”. It was launched initially on proof of concept basis in 50 post offices in Phase I. After the successful completion of the Phase I it was implemented in 450 post office in Phase II and in 500 post offices in Phase III across the country including the rural areas. Project Arrow aims at comprehensive improvement of the core operations of the post office as well as the ambience in which postal transactions are undertaken.

The response of the general public and the staff of the Department to the initiative has been overwhelmingly positive and Project Arrow offices have shown significant increase in revenue earnings. The initiative Project Arrow – Transforming India Post has also won the Prime Minister’s award for Excellence in Public Administration for the year 2008-09.

Due to budgetary constraints, only 500 Post Offices across the country are being modernized and upgraded in every financial year. In view of this, it is not possible to say by when all the Post Offices in Himachal Pradesh would be covered under this Project.

AMENDMENT IN RTI ACT

Amendment in RTI Act







The Right to Information Act, 2005 provides that the State Information Commission shall consist of the State Chief Information Commissioner and Information Commissioners, not exceeding ten, as may be deemed necessary. No amendment of this provision is under consideration





. The Act has an inbuilt system of monitoring of the implementation of the Act. It provides that the Central Information Commission and the State Information Commissions shall prepare reports on the implementation of the provisions of the Act each year which are to be laid before each House of the Parliament or each House of Legislature, as the case may be.



This information was given by the Minister of State in the Ministry of Personnel, Public Grievances & Pensions, Shri Prithviraj Chavan in written reply to a question in Rajya Sabha.

GIVE HIGHEST PRIORITY TO APPRENTICESHIP---UNION LABOUR MINISTER

The Union Minister for Labour & Employment, Shri Mallikarjun Kharge has urged the Industry to make concerted efforts to train at least 10 lakh apprentices every year in all sectors of economy. He was addressing the 33rd Meeting of newly constituted Central Apprenticeship Council (CAC), here today. The CAC is an Apex Statutory Tripartite Advisory Body which advises the Government on various aspects relating to formal apprenticeship in the country.



Shri Kharge said 25,472 establishments were engaging trade apprentices at present. For Graduate, Technician and Technician (Vocational) Apprentices implemented by the Ministry of Human Resource Development, 99,372 seats were located, out of which about 51% i.e. 50,394 were utilized. The Minister expressed his dissatisfaction for not being able to utilize the Scheme and said that we should cover at least one lakh establishments under the Scheme. He urged the representatives of Industry, Trade Unions, State Governments and other stake-holders to give highest priority to Apprenticeship Training and turn out the most highly skilled technicians to meet future challenges.

The Minister of State for Human Resource Development, Smt. D. Purandeswari, the Vice Chairman of CAC, also spoke on this occasion. The day-long deliberation was attended by the representatives of various Trade Unions and Industries from across the country.

Staff Reporter Share · print · T+ The Bharatiya Port and Shipyard Mazdoor Maha Sangh (BPSMMS) has demanded that secret ballot be held in all ports elections like the way it is held in the Railways, Posts and Defence organisations for recognising various federations and unions.

Among the other demands raised at the sixth all India conference of the Port and Shipyard Mazdoor Maha Sangh that concluded here on Sunday were that the Government should not allow a new port — in private or public sector — within 300 kms of an existing port as this would hamper the growth of the existing port

Pawan Kumar, national secretary of the Bharatiya Mazdoor Sangh from Bhopal, called for a strict vigil against the Dubai Port International (DPI), which he claimed had been barred in the U.S. after the terrorist attack on the World Trade Centre.

However, DPI is active in Kochi and Vishakapatnam ports and is expanding its activities to other ports too, he said. , C. K. Sajinarayanan, national vice-president of BMS, was the chief guest at the concluding session of the conference.

He said that the world is looking up to the Indian economy that has remained resilient to the worldwide recession.

The two-day conference had begun on Saturday. P. E. Mokal of Mumbai Port was elected the new president at the elections.

Saral-II makes debut; filing IT returns to get easier



NEW DELHI: The Finance Ministry has come out with 'Saral-II', the new income tax returns form, that seeks to make tax filing easy on the assessee gather inform and ation on TDS paid on salary and interest.





The Saral-II, a two-page form, was mentioned by Finance Minister Pranab Mukherjee in his Budget speech for 2010-11.





"This form will enable individuals to enter relevant details in a simple format in only two pages," he had said.





Besides the usual columns to elicit details of income chargeable under the head salaries and pension, house property and other sources for calculating gross income, the form also includes columns to furnish details of Advance Tax and Self Assessment Tax Payments and transactions reported through Annual Information Return.

NO TO 100 % FOREIGN DIRECT INVESTMENTS IN DEFENCE PRODUCTION

The Government is not planning to make provision for 100 percent Foreign Direct Investment (FDI) in defence production sector. No request for permitting 100 % FDI has been received from L&T, TATAs, Mahindra and Punj Lloyds.





As per extant rules, FDI upto 26 % is permitted in Defence sector, subject to FIPB approval. This policy was arrived at taking into account the sensitive nature of the Defence Sector.



This information was given by Minister of State for Defence Shri MM Pallam Raju in separate written replies to Shri Prabhat Jha and Shri NR Govindarajar in Rajya Sabha today.

BANK EMPLOYEES PAY REVISION

Wage revision for bank employees



Lakhs of bank employees in the country will get a bonanza in the form of a wage hike, changes in pension plan and arrears. The Indian Banks’ Association has signed a wage revision pact with nine bank unions, which will lead to an additional wage component of Rs5,200 crore for 46 banks which covers all the 26 public sector banks, 12 private sector banks and eight foreign banks.



With this, about 7.5 lakh bank employees and officers will be enjoying 17.5 per cent increase in their wages, effective from Nov 1, 2007.





'We are satisfied with the wage agreement that is effective from 2007. The new settlement apart from increasing the wages for clerical grades and officers would also provide the employees one more option to join the pension scheme,' C.H. Venkatachalam, convenor, United Forum for Bank Unions, told.



The basic pay of officers at the entry level will be between Rs 14,500 and Rs 52,000 per month as against the floor of Rs 10,000, IBA said in a statement. The basic pay for clerical staff will range between Rs 6,200 and Rs 23,900 while subordinate staff will get between Rs 5,500 and Rs 13,800 per month.       source;cgen

NEW PENSION SCHEME---PFRDA MAY RISE ALLOCATIONS

The Pension Fund Regulatory Development Authority (PFRDA) is likely to allocate Rs 4,100 crore in 2010-11 among the three pension managers, State Bank of India, UTI Mutual Fund and LIC Mutual Fund. Last year, the regulator had allocated Rs 3,700 crore.







The corpus would mainly be the contribution of central and state government employees. At present, 25 states have signed up for the new pension scheme (NPS).





The NPS’ board of trustees decided to review the allocation formula. The allocations will be decided on the basis of the managers’ performance over the past year. According to PFRDA’s website, SBI’s pension fund had the highest net asset value (NAV) under central government schemes. As on April 23, SBI pension fund had an NAV of Rs 12.82 for central government employees, while UTI Retirement Solutions posted an NAV of Rs 12.38. LIC Pension Fund’s NAV was Rs 12.41.





The final decision will be taken by the NPS’ board of trustees on Monday. Last year, SBI had got 40 per cent, UTI MF 31 per cent and LIC MF 29 per cent.





PFRDA has also launched a small-ticket pension scheme called NPS Lite. This is mainly aimed at helping self-help groups invest their money in NPS. Under NPS Lite, the minimum annual investment limit is Rs 2,000, lower than the Rs 6,000 per annum for the unorganised sector. The annual record-keeping charges have been brought down to Rs 65-70

RESTRUCTURING OFFICERS GRADE IN MOD

The Ajay Vikram Singh Committee made recommendations encompassing a wide spectrum of service related issues to address the twin aspects of reducing the high age profile and improving cadre mobility of officers. Based on the recommendations of the Committee, a number of measures have been implemented for the three Services with some variations to meet service specific requirements. These include time based promotion upto the rank of Lt Colonel; introduction of Colonel (Time Scale) rank; upgradation of 750 posts of Lt Colonel to Colonel; upgradation of 1896 posts in the ranks of Colonel, Brigadier, Major General and Lt General and their equivalents in Navy and Air Force.







Government letter has been issued for reducing the minimum qualifying service for substantive promotion to the rank of Colonel and their equivalents in the other two services to 15 years of reckonable commissioned service. The service specific requirements of the Navy are at variance with the other two Services, with respect to the period of service for promotion to Captain. This is in keeping with the operational and functional requirements.

Staff Selection Commission (SSC) has announced the final result of Stenographer Grade ‘C’ Limited Departmental Competitive Examination, 2008. SSC had conducted the examination on 17.08.2008 for their selection in the Stenographer Grade ‘C’ in different cadres. The undersigned is directed to say that in relaxation of CCS (LTC) Rules, 1988, the Government have decided to permit Government servants to travel by air to North Eastern Region on LTC as follows:-





(i) Group A and Group B Central Government employees will be entitled to travel by Air from their place of posting or nearest airport to a city in the NER or nearest airport ..

(ii) Other categories of employees will be entitled to travel by air to a city in the NER from Guwahati or Kolkata.

(iii) All Central Government employees will be allowed conversion of one block of Home Town LTC into LTC for destinations in NER.

2. These orders shall be in operation for a period of two years from the date of issue of this O.M.



3. Data regarding number of Government employees availing LTC to NER may be maintained.

4. In their application to the staff serving in the Indian Audit and Accounts Department, these orders issue after consultation with the Comptroller and Auditor General of India.

PROMOTION PROSPECTS FOR BPOR

Government has not restricted promotion opportunities for the Personnel Below Officers Rank (PBOR) in the Armed Forces. The Government has, in fact, improved the career prospects by approving grant of three Assured Career Progression (ACP) to PBOR at 8, 16 and 24 years of service as against three Modified Assured Career Progression Scheme (MACPs) for the Central Government Civilian Employees at 10, 20 and 30 years of regular service. At the time of each financial upgradation under ACP, the PBOR would get an additional increment and next higher Grade Pay in hierarchy.



Army: PBORs (including Jawans) are eligible for grant of commissioning into Officer Cadres through various In Service entries



i.e. Army Cadet College (ACC) / Special Commissioned Officers (SCO) / Permanent Commission Officers (Special List) [PC(SL)].

Navy: Adequate promotion avenues exist through time based, roster based and selective promotion for sailors. Promotion upto the rank of Leading Seaman/equivalent for non-Artificers and upto the rank of Artificer 3rd class for artificers are time based. Roster based and selective promotions are for higher ranks against the available / anticipated vacancies. Promotion



avenues also exist for sailors to be promoted to officer rank through the Commission Worthy Scheme and the Special Duty List Scheme.

Air Force: A PBOR during his service career can be promoted upto the rank of Master warrant Officer (MWO) subject to fulfilling eligibility criteria and availability of vacancies.

Government proposes to review the promotion policy for PBOR to ensure greater opportunities for PBORs. In the Army, review of the promotion policy for PBOR is under process to ensure better opportunities. A cadre review for the PBOR has been ordered in May 2009. The Navy is also working on a proposal for cadre restructuring of sailors, which would enhance their promotional avenues.

BETTER DRUG AVAILABLITY WITH CGHS

Normally, patients never got even the most commonly prescribed medicines at the 11 Central Government Health Services (CGHS) dispensaries on time. They had to waste a lot of time and energy in repeated visits to the dispensaries to collect the medicines.

Since February this year, common medicines are available at all CGHS dispensaries in Mumbai,

Earlier, CGHS dispensaries would buy medicines from local chemists, who would give a concession of only 8% on the Maximum Retail Price (MRP). Now, under the project, the Central government has decided to procure at least the most commonly prescribed medicines directly from the manufacturing companies.

"They give us these medicines at 20% concession at MRP. This saves CGHS money and the medicines are available to the patients on the same day as they are prescribed. Patients no longer have to visit the dispensaries multiple times due to nonavailability of these stocks,"said Dr Pounikar. Interestingly, until a year ago, CGHS dispensaries in city rarely had sufficient stock of basic medicines.



The local chemists who sold the medicines were usually not paid their bills for years together. Sources say bills worth crores were always unpaid, which forced chemists to stop supply.

But the new system has changed things for the better. Additional director of CGHS Nagpur office Dr GN Pounikar told TOI that this has been made possible because of the pilot project being implemented in six cities across the country on an experimental basis for a year. "If the project succeeds it will be replicated in all other cities.

The project is not just benefiting the patients but has also reduced the financial burden on the CGHS many times,"he said. The project will benefit about 1.5 lakh beneficiaries (30,000 card holders) in city alone, who get medicines free of cost from the eleven dispensaries.Better drug availability with CGHS direct purchases

government employees, serving and retired, who have subscribed to the Central Government Health Scheme (CGHS) would now be able to claim reimbursement of their actual hospitalisation expenses beyond the CGHS package rates, with the government easing conditions that enable them to use medical insurance policies to enhance their spending



This could spur demand for policies from government employees. A recent circular from the Ministry of Health and Family Welfare states that CGHS beneficiaries will be allowed to claim their hospitalisation expenses not only from CGHS/ministry but also from insurance companies provided that the reimbursement being claimed does not exceed the total expenditure incurred by the beneficiary



Earlier, CGHS beneficiaries could claim CGHS and insurance firms such that the combined amount does not exceed prescribed package rates. CGHS has empanelled select hospitals that follow the package rates provided by it. However, the package rates are lower than the market rates



This move helps a beneficiary to claim his expenses from an insurer in case the claim is beyond the CGHS package rates.

GOVERNMENT MULLS ENHANCEMENT OF PENSION UNDER EPS ,1995

The Central Government has constituted an Expert Committee to review the Employees’ Pension Scheme, 1995, whose report is to be submitted to the Government. This information was given by the Minister of State for Labour and Employment, Shri Harish Rawat in the Lok Sabha today, in a written reply to a question.

The Minster further stated that the main suggestions / representations / complaints received on Employees’ Pension Scheme, 1995 primarily cover the following:

Increase in minimum pension.



Increase of rate of contribution of employers and Government towards Employees’ Pension Scheme, 1995.



Grant of Additional Relief regularly.



Increase in the maximum salary limit.



Pension at par with Central Government.



Restoration of provisions of Commutation and Return of Capital.



DA to pensioners linked with cost of index.

The suggestions are placed before the Expert Committee for necessary consideration and recommendation, the Minister added.

The Union Public Service Commission will hold the Combined Defence Services Examination (II), 2010 on September 19, 2010 for admission to Indian Military Academy, Naval Academy and Air Force Academy for the Courses commencing in July 2010 and Officers Training Academy, Chennai for the Courses (Men and Women) commencing in October, 2011.

GRADE PAY RS 4200------- ELIGIBLE TO TRAVEL BY 2ND CLASS AC

Entitlement of Employees for 2nd Class Ac

As per recommendations of the 6th Central Pay Commission as accepted by the Government, the Central Government employees drawing Grade Pay of Rs. 4200 are entitled to travel by 2nd AC by train while on official tour. So far as LTC is concerned, the entitlements are the same as for tour.

However, Railway employees are not governed by Central Government LTC provisions as far as travel entitlements are concerned. They are governed by Railway Servants (Pass) Rules, 1986 which entitle them to train journeys on duty/leave. Revision of entitlements for travel including travel in 2nd AC as per revised scales of pay/grade pay arising out of implementation of recommendations of the 6th Central Pay Commission are under examination.

ABOUT LEAVE TRAVEL CONCESSION ENCASHMENT(EL)

As per Rule 38-A of CCS Leave Rules, 1972, CG employees are permitted to encash earned leave upto 10 days at the time of availing Leave Travel Concession subject to the condition that earned leave of at least an equivalent duration should be availed of by the employee simultaneously.

While facility of LTC is also admissible while availing Casual Leave, employees who are proceeding on LTC after availing leave other than earned leave could not encash their leave availed for LTC as the this procedure allows encashment only for earned leave when LTC is availed.

Now it has been decided by Government to allow encashment of earned leave upto 10 days at the time of availing LTC without any linkage to the number of days and the nature of leave availed while proceeding on LTC.

LEAVE TRAVEL CONCESSION ----FAQ

1.WHAT IS HOME TOWN  LTC?

Hometown is the place declared by the employee as his home town





2. What is the frequency of Home Town LTC?





LTC to home Town is available for once in two years. i.e once in a block of two calendar years, such as 2008-2009, 2010-2011 and so on.



3. What is ALL India LTC?





The leave travel concession to any place in India shall be admissible irrespective of the distance of the place of visit from the headquarters of the Government servant, once in a block of four calendar years



4. How many times a government servant can avail LTC in a block of four years?





LTC is allowed for journey to “Home Town” once in a block of two years and “Any place in India” once in a block of four years in lieu of any one of two Home town LTC. In other words, in a block of 4 years a government at the maximum can either avail one home town LTC and one All India LTC or two home town LTC.

5. What is the LTC provisions available to New recruits?



Leave travel concessions shall be admissible on completion of one year’s continuous service Fresh recruits to central government may be allowed to avail 3 home town LTC and one All India LTC in lieu of one home town LTC. This concession is entitled to them for first two block years of four years.





6. What is the provisions for encashing the Earned Leave while proceeding on LTC?





Government officers are allowed to encash ten days of earned leave at the time of availing of LTC and to the extent of sixty days during the entire career. The leave encashed at the time of LTC will not be deducted from the maximum amount of earned leave encashable at the time of retirement. It is further clarified that where both husband and wife are Government servants, the present entitlement for availing LTC shall remain unchanged, and encashment of leave equal to 10 days at the time of availing of LTC will continue to be available to both, subject to a maximum of sixty days each during the career.

7. Can I change my Home Town?



The hometown once declared and accepted by the controlling officer shall be treated as final. In exceptional circumstances, the Head of the Department or if the Government servant himself is the Head of the Department, the Administrative Ministry, may authorise a change in such declaration provided that such a change shall not be made more than once during the service of a Government servant.





8. Can I carry over if I could not avail LTC during a particular block year?

A Government servant who is unable to avail of the leave travel concession within a particular block of two years or four years may avail of the same within the first year of the next block of two years or four years.





9. Can I get advance amount before proceeding to LTC?





Yes. Provisional LTC claim to the extent of 90% of estimated fare can be received as LTC advance.



10. Whether LTC is available when we travel by a private taxi?





where a Govt. servant traveling by road takes a seat or seats in a bus, van or other vehicle operated by Tourism Development Corporations in the Public Sector, State Transport Corporations and Transport services run by other Government or local bodies, reimbursement shall be either the actual hire charges or entitled class by rail by the shortest direct route, whichever is less. Reimbursement shall not be admissible for journey by a private car (owned, borrowed or hired), or a bus, van or other vehicle owned by private operators.

11. What is the present position for travel by Air when LTC is availed?

As per OM No.7(1)E.Coord/2009 dated 22nd March, 2010 austerity measures will remain in place for travel by air (where admissible) on LTC, which would continue to be restricted to economy class irrespective of the entitlement. Also travel by private airlines has also been restricted as far as LTC is concerned. However, travel by air using private airlines while performing tour to North Eastern Regions on LTC has been permitted.

12. Whether the relaxation for travel by air to visit to NER has been extended?



No. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, relaxation for travel by air to visit to NER is valid till 1.5.2010.



13. Whether Group C and D employees can travel by Air to NER from their place of posting while proceeding on LTC?

No. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, Group A and Group B employees will be entitled to travel by Air from their place of posting in the case of tour to NER availing LTC. Other categories of employees will be entitled to travel by air to a city in the NER from Guwahati or Kolkota.





14. Can I convert my home town LTC into LTC for destinations in NER, if had performed all india LTC already during the block year of 4 years?

Yes. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, all central government employees will be allowed conversion of one block of Home Town LTC into LTC for destination in NER. This relaxation is irrespective of the availment of all India LTC previously by the employee in the same block year of 4 years. For example, if an employee availed All India LTC in lieu of home town LTC in the first block consisting of two years, he is eligible to avail LTC to NER in lieu of Home town LTC available in the second block consisting of two years

15. Whether I can avail LTC for my parents who are not entitled for any sort of Leave travel concession by virtue of their employment?





No. If parents are not wholly dependent on the government servant, they are not entitled for any LTC.





16. What is LTC 80?



LTC 80 is a scheme offered by Air India for booking air tickets when central government officers avail LTC. Prior to July 2009, tariff under LTC 80 was very significant as officers were allowed to travel in private airlines while claiming LTC. In such cases rates under LTC 80 were reimbursed to officers irrespective the amount spent by them for travelling in private airlines. However, after July 2009, travel by private airlines while proceeding on LTC is not allowed and further officers are allowed to claim only the economy class airfare or LTC 80 rates.





17.what are all the conditions for declaring home town?

In normal parlance home town is a place where the government servant is born. However it may not be applicable to many as we would have shifted to other places from the place of our birth due to various reasons. The following guidelines provided by govt which are not exhaustive could be useful for deciding the home town. But it’s clearly stipulated that the decision of the Controlling Officer whether or not to accept such place as the hometown of the Government servant shall be final.



The place declared by Government servant is the one which requires his physical presence at intervals for discharging various domestic and social obligations, and if so, whether after his entry into service, the Government servant had been visiting that place frequently.



The Government servant owns residential property in that place or whether he is a member of a joint family having such property there.



His near relations are resident in that place.



Prior to his entry into Government service, the Government servant had been living there for some years.



Where the Government servant or the family of which he is a member owns a residential or landed property in more than one place, it is left to the Government servant to make a choice giving reasons for the same.



18. Whether both the husband and wife are eligible to LTC separately if they are government servants?



When husband and wife both are Govt. servants, they could, at their option, choose to declare separate hometown and both of them may claim the concession separately under the normal provisions of CCS (LTC) Rules in respect of the members of their respective families subject to the condition that if husband or wife avails the facility as a member of the family of the other, he or she will not be entitled for claiming the concession for self independently. Similarly, the children shall be eligible for the benefit in one particular block as members of the family of one of the parents only.





19. What are all conditions for claiming LTC when the home town of a government servant is outside india?





A Government servant who declares, subject to the satisfaction of the Controlling Officer, that his hometown is outside India, will also be entitled to the leave travel concession for visiting his hometown. LTC in such a case will be limited to the fares for journey up to and from the railway station (by the shortest route) nearest to the hometown or the railway station for the nearest port of embarkation/disembarkation in India.





20. Whether the family can perform journey separately?





Where a Government servant and his family perform journeys separately, there is no objection to his presenting separate claims. In each case, however, the claim should be for both outward and inward journeys.

Subject: Central Civil Services (Conduct) Rules, 1974 – Submission of representations by Government servants – instructions regarding



The undersigned is directed to refer to this Department’s O.M. No. 1101317199-Estt. (A) dated 01.11.1999 on the abovementioned subject which indicates that the categories of representations from Government servants on service matters have been broadly identified as follows :-

(i) Representations/complaints regarding non-payment of salary1 allowances or other issues.

(ii) Representations on other service matters.

(iii) Representations against the orders of the immediate official superior authority; and

(iv) Appeals and petitions under statutory rules and orders (such as Central Civil Services

(Classification, Control and Appeal) Rules, 1965 and the petition instructions.

(Apart from the above, sometimes, Government servants also submit advance copy of their representations to the authorities higher than the appropriate/Competent Authority.)

2. Necessary guidelines to deal with such representations are contained in the aforesaid O.M. which are to be followed by the administrative authorities. However, it is observed that some officials resort to the practice of sending repeated representations on the same issue which involves repeated examination of the same issue and bogs down the official machinery to the detriment of consideration of more important and time-bound issues. The matter has been considered by this Department. It needs to be emphasized that Government servants should desist from making frequent and numerous representations on the same issue. The second representation on the same issue will bc examined only if it contains any fresh points regarding new developments or facts having a bearing on the issue. It has been decided that when representations have already been considered and replied, further representations exceeding two on the same issue will henceforth be ignored. A Government servant may make a representation to an authority higher than the lowest competent authority only when he is able to establish that all the points or submissions made therein have not been fully and properly considered by his immediate official superior, or the Head of Office concerned or such other authority at the lowest level competent to deal with the matter.                     MCM - Grade Pay Rs.4200(in MOD) is approved by Ministry of Finance
INDWF sources revealed that the proposal submitted by MOD on the approval of Fast Track Committee to create Four grade structure for industrial employees has been now approved by Ministry of Finance,(Department of Expenditure) on 22.04.2010.According to the approval the following proposal has been granted.

HIGHLY SKILLED-II                       27.5%                                  Rs.2400

1. Only three grades will be there. HS-I,HS-II,SKILLED


2. MCM will not be Hierarchy


3. Feeder grade for Charge Man will be HS-I


4. MCM and HS-I Grades and revised Grade pay will be effect from 01-01-2006.


5. One time relaxation from Trade Test for HS-I w.e.f .01-01-2006


6. After getting approval from Defence (Finance) necessary orders will be issued by Ministry of Defence by next week
