EXPECTED DEARNESS ALLOWANCE(DA) FROM JANUARY 2011.EXPECTATIONS ON 6th CPC RECOMMENDATIONS REGARDING DEARNESS ALLOWANCE

EXPECTED DEARNESS ALLOWANCE(DA) FROM JAN 2011 WILL REACH 50%. NOW STANDS  AT 49.8%.

All  India Consumer  Price Index Number  For  Industrial Workers for the  month  of  October ,2010 Increased by 2 points and  stood at 181points
As per  calculation the Dearness Allowance  (DA) will raise to 49.8%.So it is  confirmed that  DA JANUARY 2011 will cross the border of  50%.
The Allowances and Advances which may increase at the time,when DA crosses 50%.are Children education allowance,Child care allowance,Cash handling allowance,Conveyance allowance,Split duty allowance,Festival advance and Flood advance.
All Central Govt Employees are  eagerly waiting for the implementation of 6th CENTRAL PAY COMMISSION's recommendations on Dearness Allowance.

All India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of October, 2010

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of  October, 2010 increased by 2 points and stood at 181 (one hundred and eightyone).
       During October, 2010, the index recorded an increase of 11 points in Kodarma centre, 7 points in Giridih centre, 6 points in Mercara centre, 5 points each in Bhilwara and Ghaziabad centres, 4 points each in 4 centres, 3 points in 4 centres, 2 points in 12 centres  and 1 point in 32 centres. The index decreased by 2 points in Ludhiana centre, 1 point in 3 centres, while in the remaining 17 centres the index remained stationary.
The maximum increase of 11 points in Kodarma centre is mainly on account of increase in the prices of Rice, Wheat, Fish Fresh, Milk, Onion, Garlic, Vegetable & Fruit items, etc. The increase of 7 points in Giridih centre is due to increase in the prices of Rice, Wheat Atta, Milk, Onion, Vegetable items, etc. The increase of 6 points in Mercara centre is due to increase in the prices of Rice, Goat Meat, Onion, Garlic, Vegetable items, Firewood, etc. The increase of 5 points in Bhilwara centre is due to increase in the prices of Rice, Goat Meat, Milk, Onion, Tea (Readymade),  Firewood, Auto Rickshaw Charges, etc. and in case of Ghaziabad centre it is  due to increase in the prices of Rice, Wheat Atta, Vegetable items, Tailoring Charges, etc. However, the decrease of 2 points in Ludhiana centre is due to decrease in the prices of Wheat Atta, Arhar Dal, Masur Dal, Moong Dal, Vegetable & Fruit items etc.
The indices in respect of the six major centres are as follows:

Websites for Persons with Disabilities

Guidelines have been issued by Government in 2009 to make government websites accessible to all including persons with disabilities.

A redesigned accessible website of the Ministry of Social Justice & Empowerment was launched on 5th January 2010, (www.socialjustice.nic.in). Some other Ministries have also made their websites accessible. To encourage development of “accessible” websites by others, the Ministry has instituted a new category in its Scheme of National Awards for the Empowerment of Persons with Disabilities under which three awards – one each for government, public and private sector websites will be given every year for the best “accessibility” features.

Minister (SJ&E) has requested Chief Ministers of States/Union Territories and Union Ministers to make websites of various Government Departments and Organisations accessible. The State Governments are also being provided Central Assistance for making their official websites accessible.

SPECIAL PACKAGE/SCHEME FOR THE WELFARE OF THE FAMILIES OF KARGIL MARTYRS.

The government has launched some special package/scheme for the welfare of the families of Kargil Martyrs. The details of package for the welfare of the families of Kargil Martyrs are as under:-

(I) Compensation Package:

(i) Dwelling unit Assistance `5 lakhs

(ii) Parental Assistance `2 lakhs

(iii) Children Education Assistance `1 lakh per child up two children

(II) Pensionary benefits:

(i) Liberalised Family Pension equal to reckonable emoluments last drawn by the deceased personnel for life time to the Next of Kin

(ii) Death Gratuity on the basis of length of qualifying service subject to a maximum ceiling of `10 lakhs

(III) Ex-gratia: `10 lakhs to the Next of Kin of the deceased personnel.

(IV) Oil Product Agency: Post Kargil operation Government of India brought a scheme to allot LPG distributorship and Petrol Pump Retail Outlet to widows and dependents of Kargil Martyrs on priority basis.

Norms for Setting Up of Post Offices

The norms for setting up of Head Post Offices in the country are as under:

A Head Post Office should have a minimum of 20 Sub Post Offices attached to it. In the case of backward areas or places where there will be a definite improvement in financing Sub Post Offices/Branch Post Offices, a lower standard may be adopted, subject to the approval of the Directorate.

An existing Head Post Office should be bifurcated, if the number of Sub Post Offices attached to it exceeds 60. It should, however, be ensured that as a result of the change neither the new nor old Head Post Offices has less than 20 Sub Post Offices attached to it.

In terms of Board’s letter No.PC-VI/2009/1/RSRP/10 dated 30.03.2010, the Pharmacists (Entry Grade) in the pre-revised scale Rs.4500-7000 have been granted Grade Pay Rs.2800 in Pay Band-1 (Rs.5200-20200) w.e.f.01.01.2006. On completion of two years of regular service in the Grade Pay of Rs.2800, the Pharmacists (Entry Grade) in PB-1 (Rs.5200-20200) are eligible to be granted non-functional upgradation to the next higher Grade Pay of Rs.4200 in the Pay Band-2 (Rs.9300-34800).

2. A reference has been received from NFIR stating that some of the Zonal Railways are insisting on rendering of two years service by the Pharmacists in Grade Pay Rs.2800 for being placed in Pay Band-2, Grade Pay Rs.4200 in the revised pay structure ignoring the service rendered by them in the pre-revised pay scale Rs.4500-7000 and requested for issue of suitable clarification to the effect that the service put in by them in the pre-revised scale of Rs.4500-7000 which corresponds to Grade Pay Rs.2800/-should also be taken into account for counting two years service in Grade Pay Rs.2800 stipulated in Board’s letter No.PC-VI/2009/I/RSRP/10 dated 30.03.2010.

3.The matter has been considered in Board’s Office and it is clarified that the regular service rendered by the Pharmacists in the pre-revised scale Rs.4500-7000 should be counted as service in Grade Pay of Rs.2800 for being placed in Non-functional Grade of Pharmacists in Pay Band-2 (Rs.9300-34800), Grade Pay Rs.4200 in terms of Board’s letter No.PC-Vl/2009/I/RSRP/10 dated 30.03.2010.

Diverse trends in schools over CBSE class X exams

Students can choose either the Board exam or one conducted by the school

The regional office of the Central Board of Secondary Education (CBSE) will soon be ready with the list of total number of candidates in the region taking the class X Board examination this academic year.

The students are part of the first batch to have a choice about its CBSE class X examination, after it was made optional.

City schools affiliated to the CBSE have submitted their lists of candidates taking the class X Board examination and those opting for the examination conducted by the school to the regional office of the CBSE.

According to the CBSE's regional officer N. Nagaraju, the office is busy consolidating and compiling this data. The actual number of students taking the Board examination will be made known by the end of the month, he said. “We gave schools some time just in case some of the students wanted to change their mind. Now, the changes have been incorporated.”

Some schools say that more students have opted out of the Board examination, while in others, a clear majority has opted to appear for the Board examination.

Principal of Asan Memorial Senior Secondary School Suma Padmanabhan says about 75 per cent of the students in the current class X batch have opted for the examination conducted by the school. “Only about 25 per cent will appear for the Board examination,” she says.

School heads say that most students who are sure of continuing in the CBSE stream want to avoid the pressure associated with taking a Board examination.

In Chettinad Vidyashram, as many as 318 students have opted for the school examination and 262 students, for the Board examination. “More students seem to prefer the examination conducted by the school,” said S .Amudha Lakshmi, principal.

However, there are also schools where almost all students want to appear for the Board examination. Kendriya Vidyalaya, Air Force Station, Selaiyur, is one such.

According to principal S.C. Kani, except five to six students, the nearly-130 class X students have decided to take the Board examinations. “Many parents think that writing a Board examination will give students an exposure to the kind of question papers they can expect in class XII. They consider the experience important,” he said.

Also, many students in his school are sure of leaving the stream after class X. “They will have to take the Board examination,” Mr. Kani said.

EXTERNAL EVALUATION

Schools heads also said that some students, who will be taking the school-conducted examination, are keen on being evaluated externally to know where they stand. They would take proficiency tests in different subjects, offered by the CBSE in collaboration with institutions such as the Homi Bhabha Centre for Science Education and the Indian Council of Social Science Research.

Schools are awaiting instructions regarding the modalities for conducting the two examinations.

According to the CBSE's regional office, the instructions would be sent soon after the final list of candidates is ready.

INCOME TAX DEPT INTRODUCES NEW NUMBER FOR TAX PAYERS

NEW DELHI: Taxpayers will now have to procure a 'new number' for filing returns and making any communication with the Income Tax department.

The unique Document identification number (DIN), on the lines of numbers like PAN and TAN, will be quoted on "every" income tax-related communication, including returns to be filed next year for the financial year 2010-11.

According to the new guidelines brought out by the Central Board of Direct Taxes (CBDT), the DIN will be mandatory "in respect of every notice, order, letter or any correspondence" with the department, by the taxpayers.

"The DIN will be generated by the I-T department and will be useful, essentially, for error-free filing of tax returns, claiming refunds and other communication with the department by the assesses," a senior Finance Ministry official said.

The 'Aykar Sampark Kendras' will hand out the DIN from this month, the official said.

Assesses will not be put to any trouble, as the numbers will be generated and allotted by the department itself.

I-T officials will also be allotted the numbers in order to streamline the process, the official said, adding, the number has to be produced thereon for every activity with the department.

Taxpayers and tax collectors are currently required to quote Permanent Account Number (PAN) and Tax Deduction and Collection Account Number (TAN) among others when returns are filed with the department.

According to section 282B of the Income Tax Act that deals with DIN, if the document sent to the tax authority does not bear this unique computer-generated number then "such document, letter or any correspondence shall be treated as invalid and shall be deemed never to have been received."

DIN is aimed at bringing more transparency in tax administration as the whole exercise involves a number of documents and proformas. Apart from regular filing of taxes, a taxpayer deals with the department for various other financial services, which DIN will help to ease, the official said.

Sub:    Child Care Leave in respect of Central Government employees as a result of Sixth Central Pay Commission recommendations - Clarification regarding

      The undersigned is directed to say that this Department has been receiving representations from Government Servants through various quarters like the Public Grievances Cell/Associations etc requesting to review the decision to allow Child Care Leave (CCL) only if the employee has no E.L. at her credit.

2.     This Department's O.M. No.13018/2/2008-Estt.(L) dated 11/09/2008 regarding introduction of Child Care Leave in respect of Central Government employees and subsequent clarifications vide O.Ms. dated 29/9/2008, 18/11/2008 and 2/12/2008 were reviewed.

      It has now been decided in consultation with Department of Expenditure, to delete the condition that CCL can be availed only if the employee concerned has no Earned Leave at her credit, subject to the following conditions:-

(i)   CCL may not be granted in more than 3 spells in a calendar year.

(ii)   CCL may not be granted for less than 15 days.

(iii)   CCL should not ordinarily be granted during the probation period except in case of certain extreme situations where the leave sanctioning authority is fully satisfied about the need of Child Care Leave to the probationer. It may also be ensured that the period for which this leave is sanctioned during probation is minimal.

3.     It is reiterated that the leave is to be treated like Earned Leave and sanctioned as such.

4.     These orders take effect from 1.9.2008. Earned Leave, if any, availed by women employees before availing CCL subsequent to the issue of the OM 13018/2/2008-Estt.(L) dated 18/11/2008 may be adjusted against CCL, if so requested by the employee.

Blast in cordite factory

Ooty:  At least five workers at the Cordite factory in Ooty have died in a blast. Two people were injured in the incident.

An acid tank explosion is said to be the reason behind the blast.

Police have confirmed that all those trapped have been rescued although 32 people were earlier feared trapped.

Subject : Streamlining of functioning of CGHS dispensaries.

The question of streamlining the functioning of CGHS dispensaries has been engaging the attention of the Ministry of Health & Family Welfare for some time now. After considering the suggestions received from various quarters and after discussing the matter with officials of CGHS, it has been decided, as an initial
measure, to streamline the functioning of CGHS dispensaries as below :-

(i) There is a need for officers and staff in CGHS dispensaries to further improve the delivery of service to CGHS beneficiaries. There should be a constant and conscious effort to redress most of the grievances and
problems of these beneficiaries at the dispensary level so that there is no inconvenience caused to them forcing them to approach higher authorities for redressal of their grievances. The entire staff at the dispensary level
have to ensure a polite, positive and responsible attitude to make the service delivery better. The CMO In-charge must make every effort to ensure this user friendly environment. Complaints of rude/impolite
behavior need to be checked and stern action taken by CMOs (Incharge).

(ii) It is well established that CGHS beneficiaries need to be provided better service. Senior citizens/pensioners among the CGHS beneficiaries deserve special attention and response. It is re-iterated that senior citizens/pensioners need to be given out of queue treatment and service at each activity level. Despite repeated instructions in this regard, this system is generally not being enforced at the dispensary level. CMOs incharge must ensure compliance of these instructions.

(iii) CMOs In-charge of the dispensaries shall personally make rounds of the dispensary particularly during peak hours to ensure that there is proper environment and beneficiaries particularly pensioners/Senior Citizens are being treated promptly;

(iv) The Zonal Additional Directors/Joint Directors shall convene the meetings of Pensioners Associations once in two months alongwith CMOs (Incharge) without fail.

(v) A complaint/suggestion/feedback Box with details like number of complaints received and disposed etc. under a seal and lock will be kept at each dispensary and will be opened by the CMO In-charge in the presence of at least two members of the Advisory Committee when the Advisory Committee meeting is being held and necessary action taken by the Advisory Committee with regard to complaints/ suggestions/feedback thus received and, wherever required, the matter will be referred to higher authorities for necessary action.

(vi) All Zonal Additional Directors and Joint Directors shall conduct at least five surprise inspections of the dispensaries in Delhi and at least two in other cities in a month and report the outcome of the inspection indicating the areas such as punctuality, availability and behavior of officers/staff, special care for pensioners/Senior Citizens, deficit areas/complaints and also the good work done in each of the dispensaries inspected, by way of a confidential monthly d.o. letter to reach AS & DG (CGHS) without fail on
or before 10th of the succeeding month;

(vii) It is seen that a large number of beneficiaries go to the dispensaries for taking repeat medicines. Authorization of repeat medicines will hereinafter be done by any of the CMOs, apart from the CMO In-charge, available in the dispensary;

(viii) The Zonal Additional Directors/Joint Directors will personally monitor and ensure that the empanelled hospitals etc. do adhere to the terms & conditions of MOAs. They will also supervise the services, if any, being provided by the private parties in their zones such as dialysis, dental services etc.

2. Director, CGHS and all Additional Directors/Joint Directors and CMOs In-charge are hereby directed to fully comply with the instructions contained in this Office Memorandum in both letter and spirit. Noncompliance shall be viewed seriously.

The undersigned is directed to say that instructions have been issued by this Department from time to time laying down the principles for determining seniority of persons appointed to services and posts under the Central Government. For facility of reference, the contents of the important orders on the subject have been
consolidated as a compilation "Instructions and Guidelines on Seniority". The number and date of the original O.M.'s has been referred in the relevant instructions* for easy reference to the context. The consolidated instructions include revised instructions on the following:

i. Seniority of persons appointed on direct recruitment fiom the reserved panel at a later date, specifically when the officers from the subsequent selection panel have already joined.

ii. Inter-se seniority of two panels of direct recruits, where more than one... selection panel are received from UPSC/SSC through letter of same date.

iii Fixation of seniority of a person who has been transferred to a lower post under FR 15-A.

iv. Seniority in case of appointment on compassionate grounds

2. Also, certain areas within the existing instructions, which require frequent clarifications, as is evident from the references received from various Ministries/Departments, have also been incorporated under the head "clarification", for reference. This may be brought to the notice of all concerned for information,
guidance and necessary action.

Multiple Entrance Tests

In order to reform the present system of multiple entrance system, a committee has been constituted to explore the possibility of having one exam in place of IIT-JEE, AIEEE and other State Entrance Examination. The main recommendation of the Acharya Committee, include (i) Standard XII Scores normalized appropriately across Boards should be used to capture the School Science Performance (SSP) (ii) National Aptitude Test (NAT) should be used to capture parameters of interest such as raw intelligence, aptitude general awareness, comprehension and written communication skills (iii) A Composite Weighted Performance (CWP) Score to be computed.

Mobile Number Portability Service to be Launched tomorrow Shri Kapil Sibal to Inaugurate the Service in Rohtak, Haryana

The much awaited Mobile Number Portability (MNP) service will be launched tomorrow in Rohtak, Haryana. The Union Minister of Communications & IT Shri Kapil Sibal with Shri Bhupinder Singh Hooda, Chief Minister of Haryana as the Chief Guest will inaugurate the service at a function in Rohtak at 3 p.m. on 25.11.2010.

A plan for phased migration of networks in all the remaining 22 (excluding Haryana) Licensed Service Areas in the country for working in MNP scenario is being chalked out in consultation with service providers. The detailed program for the entire country will be announced separately.

From tomorrow, mobile phone customers in Haryana Licensed Service Area (LSA) will have the choice of selecting their telecom service provider (operator) in with out changing their number provided a minimum period of 90 days has elapsed after subscription to the mobile service of the current service provider. For change of service provider i.e. porting, a subscriber has to send an SMS (PORTMobile Number) from the number he wishes to be ported, to number 1900 whereby a Unique Porting Code (UPC) will be received on SMS from his current service provider. The subscriber will need to apply in the prescribed application form to the chosen new service provider quoting the UPC which will act as a reference while filling up the application form with new service provider.

The new service provider will then take action to get the required processes completed to enable the subscriber to get connected to his network. Porting has to be completed within 7 working days. TRAI has put a ceiling of Rs. 19/- on porting charges which the new service provider may collect from the subscriber. Post-paid subscribers before making the porting request, have to make sure that their last bill has been paid failing which the request for change to new service provider shall be rejected. In the case of pre-paid subscriber any balance amount left will not be carried forward when the number is transferred to the new service provider.

E-Post Corporate Scheme

Department of Posts has introduced a ‘pilot project’ on e-Post Corporate service at Kerala Circle. The e-Post Corporate is being used by the Government of Kerala for sending acknowledgement of the petitions received at the office of Chief Minister of Kerala. E-Post corporate has also been introduced as a ‘pilot project’ at Tamil Nadu Circle. Here LIC Housing Finance Limited, Chennai, is sending the loan renewal notices through e-POST corporate service.

All corporate customers will be in a position to use e-Post service once it is launched at the national level.

One Rank One Pension-Defence

The Parliamentary Standing committee on Defence has urged the government to reconsider the demand of "One Rank One Pension" for the ex-servicemen.

The Parliamentary Standing Committee on Defence (15th LOK SABHA) on 1st and 7th Reports reiterated that the Government should consider the issue of 'One Rank One Pension' afresh. Since the issue of One Rank One Pension was not accepted in the past and more recently the Cabinet Secretary's Committee set up to consider it also did not recommend the same, it has not been found feasible to accept the demand of One Rank One Pension.

In the case of Original Application No. 15 and 45/2010 the Armed Forces Tribunal, Chandigarh had passed the order dated 3.3.2010 with directions to the respondents to take final decision in the matter.

The said order was examined and speaking orders explaining the position were issued on 10.07.2010 to the petitioners.

However, it can also be granted for studies which may not be closely or directly connected with the work of a Government Servant, but wliich are capable of widening his mind in a manner likely to improve his abilities as a civil servant and to equip him better to collaborate with those employed in other branches of the public service. Keeping in view the above spirit, this Department had allowed Study Leave to those selected for the award of Jawaharlal Nehru Fellowships in relaxation of the rules.

Filling up of Vacancies for Reserved Categories in Railways

Filling up of vacancies in Group C and D in Railways is a continuous process done through Railway Recruitment Boards and Railway Recruitment Cells. Candidates from amongst the SCs/STs and backward communities (OBCs) are selected against the reserved quota as provided in the Constitution. The prescribed limits of reservation i.e. 15 % for SCs, 7.5% for STs and 27% for OBCs are adhered to while filling up the vacancies. Process of filling up of backlog vacancies for reserved categories identified as on 01.11.2008 is underway through a Special Recruitment Drive. 


As far as sportspersons are concerned, their recruitment against sports quota in India Railways is done purely on the basis of specified sports achievements of candidates. To cater the needs of talented sportspersons of all regions of the country, setting up of Sports Academies at major cities i.e. Delhi, Secunderabad, Chennai, Kolkata and Mumbai have been announced in Railway Budget 2010-11.

NO PLANS TO INVEST GPF IN STOCK MARKET-FIN MIN

NEW DELHI: The Centre today said in the Lok Sabha that it does not intend to invest the provident fund of government employees, estimated at Rs 83,363 crore, in stock market.

Minister of State for Finance Namo Narain Meena said "no" to a written question whether the government proposed to invest a part of the General Provident Fund (GFP) corpus in the stock market.

"The accumulations in the GPF is kept in the Public Account of India . Hence, there is no compromise on the safety of the GPF accumulation," the Minister said, adding the total corpus as on March 31, 2009 was Rs 83,363 crore.

GPF maintains the pension fund of government employees, while Employees Provident Fund Organisation (EPFO) manages retirement fund of private and public sector enterprises.

"As regards to return of GPF accumulations of the central government employees, the interest rate (eight per cent per annum) was fixed to average secondary market yields on government securities of similar maturity," Meena said.

Of the total corpus as on March 31, 2009, the largest chunk of Rs 45,733 crore was from the civil head, followed by Rs 21,578 crore from defence sector and Rs 16,052 from from railways.

Investment of PF money in stock market has been an issue of contention over past few years with partisan views both for and against such a step.

Voluntary Retirement Scheme in Railways

Safety Related Retirement Scheme (SRRS) was introduced in January 2004 exclusively for two frontline safety categories i.e.. Drivers and Gangmen. The ward of the employee seeking retirement under the scheme is considered for appointment in the respective category subject to fulfillment of eligibility/suitability etc. The existing scheme has been renamed as Liberalized Active Retirement Scheme for Guaranteed Employment for Safety Staff (LARSGESS) and will cover all safety categories including Gangman with grade pay of Rs. 1800/-. The condition of having minimum 33 years qualifying service has been reduced to minimum 20 years and the eligibility age group from 55-57 years to 50-57 years. However, in the case of Drivers, the condition of qualifying service i.e. 33 years and eligibility age group i.e. 55-57 will remain the same.

The scheme will result in younger workforce and boost morale of staff by way of provision of job to their eligible dependent wards.

Procedure Simplified for issue of Disability Certificate

The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules 1996 have been amended in December last year. The amended rules enable a simplified and decentralized procedure for issue of disability certificate. Disability certificate can now be issued by a single doctor in respect of obvious disabilities at the level Primary Health Centre (PHCs)/Government Medical Practitioner, Community Health Centres and Hospitals at the Sub-Divisional level. In case of non obvious disabilities, certificate can be issued by a specialist. Only in case of multiple disability, a Medical Board is required. Further, Medical Certificate is to be issued as far as possible within 7 days from the date of application but in any case not later than one month.

State Governments have also been requested to make similar amendments in their PwD Rules and notify their medical authorities accordingly.

A Committee consisting of representatives of various stake holders, experts in disabilities etc. has been set up in April this year to study the suggestions received from State Governments, concerned Central Ministries and several other sources on the proposed amendments to the PwD Act, 1995 and to prepare a new draft Legislation aligning it with the provisions of the United Nations Convention on the Rights of Persons with Disabilities.

NEW PAY STRUCTURE FOR KERALA GOVT EMPLOYEES INCLUDING TEACHERS.

Finance Minister T.M. Thomas Isaac said here on Saturday that the new wage structure for more than 5.5 lakh-odd government employees including teachers in the State would come into effect from April 1, 2011.


Inaugurating a seminar on “Development of Kerala and economic structure of the State “ organized by the NGO Association in connection with its 36th State conference, Dr. Isaac said that the Pay Revision Commission would submit the wage recommendations to the government in the first week of December. The Finance Department would complete all formalities for the implementation of the new salary by the second week of January. Subsequently the Accountant General would look into the feasibility of these recommendations, he said.


The government would take a final decision on the recommendations and announce the new wage scale in the third week of February. Already the Finance Department had held talks with various organizations in this regard. The pay structure of the Central government employees and other public sector units would be referred. There would also be a Cabinet sub committee to look into the issue, Dr. Isaac said.


The Minister said that the government would provide maximum benefit to the employees but within the economic constraints of the State. Nearly 65 per cent of the existing dearness allowance (DA) from July 1, 2004 to July 1, 2009 will be merged with the basic pay of the pay revision.

(As of now the employees get a DA of 78 per cent of the basic pay. A 17 per cent announced by the Centre is also due to them. The new DA of pay revision would be determined by the Finance Department later).


The employees would get the arrears of revised salary from July 1, 2009. This was because the existing wage scale came into effect from July 1, 2004 and the salary structure could be renewed once in five years, Dr. Isaac said.

New Health Insurance for Central Government Employees and Pensioners-Health ministry

Details of the meeting held between members of the National Council (JCM) and the Health Ministry regarding CGEPHIS.

On 14-07-2010, a meeting was held between Staff Side members of National Council (JCM) and the Ministry of Health regarding the new proposed Health Insurance Scheme for Central Government Employees and Pensioners.

The chairman welcomed the Staff Side National Council members to the meeting to discuss the proposed Central Government Employees & Pensioners Health Insurance Scheme (CGEPHIS). He further explained the benefits arising out of the new proposed scheme in detailed and the Union Government is eager to implement this scheme as soon as possible, as recommended in the 6th CPC and to directions of Committee of Secretaries (COS).


After the detailed speech by the Chairman, members also expressed their own views. The explained the discrepancies of this new Health Insurance scheme and also requested the ministry to expand the existing Central Government Health Scheme. They also insisted that some points in the CS (MA) Rules should be withdrawn and it should be useful for the serving employees as well as pensioners.


As some news sources said that, finally the members concluded that they were against the new Health Insurance Scheme and they further opined that the proposed Health Scheme will also deprive the existing benefits available to the employees and pensioners viz. OPD facilities, coverage to all dependent family members etc. Extension to all CS(MA) Rules, 1944 to all pensioners living in Non CGHS areas is their long pending demand.

Punjab accepts agitating teachers' demands

Bowing to the pressure from agitating teahers who train elementary teachers in the state, the Punjab government Friday announced major concessions for them.

'The state government today (Friday) decided in principle to set up a separate directorate for elementary teachers training (ETT) teachers of zila parishads (district councils) working under the direct control and supervision of the department of rural development and panchayats on the pattern of school education department,' a state government spokesman said here Friday.

The ETT teachers, who have been agitating for their demands for over a year, Friday said they were withdrawing their state-wide agitation and proposed hunger strike at Badal village, the village of Chief Minister Parkash Singh Badal.

The state government agreed to the demands of the ETT teachers after a meeting of the chief minister with ETT teachers' leaders here Friday.

Earlier, the state government had warned the ETT teachers that they would be dismissed from service if they did not withdraw their agitation.

A spokesman of the Chief Minister's Office said the new directorate was being established to ensure smooth functioning of the schools run by the zila parishads and exercise better administrative control over them to impart quality education to the students in the rural areas.

'It was also decided to transfer the ETT teachers working under zila parishads against vacant posts in the school education department. Zila parishads would now fill up the posts that fell vacant in the schools under its control, resultantly on the transfer of ETT teachers in the school education department,' he added.

Conceding another demand of the ETT teachers, Badal asked the financial commissioner for rural development and panchayats to immediately initiate the process to reinstate the 45 teachers who were suspended by the department during the agitation.

It was also decided to implement all those rules and regulations relating to the seniority and promotions as applicable to the teachers governed by the school education department.

The ETT teachers, who were being paid salaries through the grant-in-aid, would now be getting salaries directly from the salary head of the directorate of rural development and panchayats. The contributory provident fund would also be governed by the new pension scheme of the state government.

How the new assessment system can make the grade-CBSE

RENU ANAND: The new grading system makes student assessment more relevant and meaningful, and helps in improving greater learner participation.

The CBSE's new grading and assessment system — Continuous Comprehensive Evaluation system — started by the Union Human Resource Development Ministry last year provides a holistic profile of the student and helps to identify the latent talents, says this expert.

Assessment is an integral part of a learning process. A teacher needs to know where his/her learners stand in terms of their learning. Till late, assessment to most of us meant learners being marked on test papers, and then branded by results that stuck with them. But this process often acted as a barrier to participation in future progress or learning. Learning, which should be an exciting, creative journey of discovery and internalisation of knowledge, is reduced to an unhealthy competitive race where the interest on marks was obsessive.

But all this changed on September 6, 2009, when the Union Human Resource Development Minister Kapil Sibal announced the new grading system. He spoke of continuous comprehensive evaluation (CCE). This refers to a system of school-based assessment that covers all aspects of students' development.

It provides a holistic profile of the learner through assessment of both scholastic and co-scholastic aspects of education spread over the total span of instructional time in schools. The process helps to identify latent talents or positive attributes of the learner, which are not usually assessed during the year-end examinations.

Let us first take a look at academic assessment. Under CCE, the method of assessment is continuous. It does not mean that tests and assignments have to be conducted frequently. On the contrary, CCE discourages mechanical testing.

It employs various tools and techniques for assessment in informal and formal settings. This makes it more interesting, relevant and meaningful, and helps in improving greater learner participation.

The techniques used for evaluation are both summative and formative. The terms formative and summative evaluation were coined by Michael Scriven (1967) who used them to define their differences both in terms of the goals of the information they seek and how the information is used.

Formative assessment is largely diagnostic. It provides feedback to both teacher and learner about how the course is going and how learning can be improved during the course. Are the learners doing what they need to do? If not, do the teaching and learning strategies chosen by the teacher or trainer need modification? As opposed to this, summative assessment is designed to make judgments about student performance and allocate grades. Formative assessment is, thus, assessment for learning. It is often informal: that is to say, it is carried out by teachers while teaching in the classroom.

An essential part of formative assessment is peer and self-evaluation. Students are allowed to mark their own work and encouraged to raise questions about the assessment and the material covered by the assessment. To encourage this process, adequate feed-forward and feed-back must be provided to the students so that they are partners in their learning process.

Results of formative assessments are produced 'on the spot.' Teachers and students get them immediately and teachers can plan remedial measures to give students additional experiences in areas where they performed poorly.

Formative assessment involves classroom tools like:

Observation of students by the teacher to assess various aspects of personality development in individuals as well as groups during varying time periods to create a comprehensive picture/view of the child.

Assignments designed to allow the child to plan, compose and report about a unit of learning. These can be completed as class work and/or homework.

Projects are a useful tool of formative assessment as they provide opportunities to explore, work with one's hands, observe, collect data, analyse, generalise and interpret data and draw generalisations. Projects could be assigned to groups and could be multi-discipline or holistic.

The portfolio is a collection of the learner's work over a period of time providing a cumulative record of the learner's progress. In doing so the learner becomes an active participant in learning and assessment.

Checklists are a list of criteria that the teacher determines are important to observe in a child at a particular time.

Anecdotal records or narrative records of significant incidents in a child's life recorded by the teacher on a day-to-day basis.

On the other hand, summative assessment is assessment of learning. It is a pen-and-paper test carried out at the end of a course of learning. It measures or ‘sums-up' how much a student has learned from the course. It is usually a graded test, i.e., it is marked according to a scale or set of grades.

Summative evaluation is typically quantitative, using numeric scores or grades to assess learner achievement. Summative assessment invariably leads to the award of qualifications: grades, diplomas and certificates.

The second term comprehensive means that evaluation is concerned not just with assessment of knowledge but it also takes into account the factors that are inherent in students' growth such as skills, understanding, appreciation, interest, attitude and habits. In other words, evaluation covers all the learning experiences of the learner in curricular as well as non-cognitive and co- scholastic aspects of students' growth and development.

It seeks to explore the learner's latent talents in fields other than academic and records the learner's abilities, attitudes and aptitudes that manifest in forms other then the written word.

EMPLOYEES PROVIDENT FUND ORGANISATION LAUNCHES ONLINE SETTLEMENT OF CLAIMS

Thanks to the implementation of a computerisation project, Provident Fund (PF) subscribers, who come under the purview of the Visakhapatnam Sub Regional Office of Employees PF Organisation (EPFO), can hereafter be assured of early settlement of PF claims.

Regional PF Commissioner Ajeet Kumar issued the first cheque under the new application software, minutes after launching the first phase of the modernisation project at the EPFO here on Wednesday. The cheque was paid through the National Electronic Fund Transfer (NEFT) system through which the proceeds of the cheque would be credited to the member’s account within three days.

Interacting with the media after the launch, he said that claims that have been submitted on Tuesday have already been processed. In all, 10 claims have been processed minutes after the launch of the new system. Though he didn’t rule out initial hiccups in the system that could sometimes lead to delay in processing of claims by a couple of days, he said that the project was designed to provide efficient, accessible and timely services to the member subscribers and employers.

Mr. Ajeet Kumar said that the greatest advantage of the system was that it provides complete transparency and responsiveness in the processing of claims. As soon as the claims were received the data would be uploaded and there was no chance of jumping the queue or changing the order of priority.

He said that intra-office integration has already been done and inter-office integration was expected to be completed by January next year. In the final phase, that was expected to be completed by December next year, all the member subscribers and employers would be given user id (identity). The subscribers could check their accounts online and employers could also make payment online. The system would enable the EPFO to issue notices to defaulting employers through the system.

The computerisation project would benefit 8,03,967 EPF members of 7,585 establishment under the territorial jurisdiction of Visakhapatnam SRO, which covers Srikakulam, Vizianagaram and Visakhapatnam districts.

Defence production policy soon

The Indian Defence industry is poised to witness major policy changes, the Defence Minister, Mr A.K. Antony, said here on Wednesday, pointing out that for the first ever defence production policy will be unveiled soon and major changes incorporated in the defence procurement policy.

“From January next year, we hope to introduce the new Defence Production Policy as well as the Defence Procurement Policy. So now we are going to take some more drastic steps to achieve our goal of speedy indigenisation,” the Minister said.

Mr Antony said that the aim is to have a strong defence industrial base in the country, pointing out that at the moment 65-70 per cent of the equipments are imported. The Minister added that this was a trend which had to be reversed.

“We will continue to support the public sector undertakings, but at the same time PSUs alone will not be able to meet the requirements of the Armed Forces. So now we are formulating a new policy.


“Both public sector shipyards will have to compete with the Indian private shipyards to get projects for the Indian Navy.

“All the Indian Navy's procurements in future will be from ‘Buy Indian, Make Indian.

“Buy Indian and Make Indian' is going to be the major component of our procurement policy. That will help us to have a strong defence industrial base in India,” he added.

The Defence Minister said that there is plenty of space and opportunity for the public and the private sector to coexist and thrive.

CBSE wants to set up Research and Development Centre in PPP mode

The Central Board of Secondary Education (CBSE) has proposed to establish a Centre for Assessment, Evaluation and Research on Private Public Partnership (PPP) mode.

Informing about this, the Minister of Human Resource Development, Kapil Sibal, in a written reply to a question in the Lok Sabha today said: the objectives of the Centre are: i) to create research capability and assessment resources of international quality, ii) to establish a system through diagnostic testing to provide input to CBSE regarding student learning as well as providing professional development and leadership training. And iii) to conduct research into policies and programmes that can improve students learning and teaching quality.

The Minister said the Centre will help create an effective teaching environment in school keeping in view the need for quality education comparable to international standards. (ANI)

CBSE lists out FAQs on Class X exam

Setting parents' fears at ease, the CBSE has come out with a set of Frequently Asked Questions (FAQs) on the doubts around the final exam students will take at the end of class X.

In addition to providing teachers with a marking scheme to erase possible disparities in evaluation, the CBSE will also undertake "moderation of marks based on marks distribution of students and random verification of the assessment done by the school," the note said.

"We have been instructed to stack both the formative and summative assessment papers of every candidate taking the exams so that the board can verify their performance. There cannot be a sudden spurt or decline in a student's SA2 marks. Also, we will only be giving inputs to the board about a student's performance through the year as the final report card or document will be printed by them. This may provide an opportunity for the board to scrutinise each student's performance, if the need arises," said R Aruna, vice-principal, Sir Sivaswami Kalalaya Senior Secondary School.


Under the exam reforms introduced by the board, students are to attempt a Summative Assessment - II (SA2) exam, conducted either by the school or the board, at the end of the academic year that will account for 40% of their overall grade. "We have also been told that it is our prerogative to admit all our students in class XI. While students taking the school-conducted SA2 will be given priority, we are not supposed to deny admission to a candidate who after taking the board-conducted SA2 and failing to get admission in any other school comes back to us," she added.

While students are expected to give in writing beforehand whether they would opt for the school-conducted SA2 or the board-conducted SA2 exam, the board would permit a change of options this year, the note said. All such requests, duly forwarded by the school, would have to reach the office of the Board by December 15, 2010.

Leakage of Examination Papers for Clerks in Western Naval Command

The examination conducted for appointment of 175 clerks in Western Naval Command HQs was cancelled owing to leakage of papers. Five persons including one service officer and two civilian officers of Navy have been arrested by the CBI. In Navy, the norms and procedure of selection process are well defined and in conformity with the procedure prevalent in various recruiting agencies of the government. Adequate precautionary and preventive measures are being taken at all levels to avoid recurrence of such incidents by strengthening the vigilance processes at various stages of question paper handling.

This information was given by Defence Minister Shri AK Antony in a written reply to Shri Motilal Vora and Shri Satyavrat Chaturvedi in Rajya Sabha today.

Proposal for Raising Retirement Age of medical Professionals

A proposal was received from Medical Council of India (MC I) for raising retirement age of medical teachers from 65 years to 70 years.

The Ministry has approved the proposal on 28th October 2010.

This information was given by Minister of State for Health and Family Welfare Shri Dinesh Trivedi in written reply to a question raised in Rajya Sabha today.

Subject:- Replacement of the pre-revised pay scale of Rs. 22400-24500 by a new HAG
scale of Rs. 67000-79000 -regarding.

Sir,
Iam directed to say that the pay scales of the teachers and equivalent cadres in universities
and colleges following the revision of pay scales of Central Government employees on the
recommendations of the Sixth Central Pay Commission were revised vide this Ministry's letter No. 1-
32/2006-U.ll/U.l(i) dated 31.12.2008. According to these orders, as per para 2 (a) (xv), 10% of the
posts of Professors In a Universities shall be in the higher Academic Grade Pay (AGP) of Rs. 12000.

2. Government of india vide its Gazette Notification dated 16Ih July, 2009 have amended the
CCS(Revised Pay) Rules, 2008 according to which the Pay Band -4 (Rs. 37400.67000) with grade pay
of Rs. 12000 per month has been replaced by the new HAG scale of Rs. 67000 (annual increment @
3%) -79000 with no grade pay.

3. It has now been decided, with the approval of the Ministry of Finance (Department of
Expenditure) to extend HAG scale of Rs. 67000-79000 without any grade pay in place of AGP of Rs.
12000 per month. The AGP of Rs. 12000 per month does not exist any more. ather conditions of
eligibility to move the above scale of pay will remain the same. However, the ceiling of 10% of such
posts in the Central Universities and the criteria for eligibility and for performance evaluation for this
will remain unchanged.

4. Accordingly, there is a need to amend/rnodify the UGC Pay Regulations, 2010 to incorporate
these orders. Itis requested that the UGC Pay Regulations, 2010 may be modifiedlamended and this
may be brought to the notice of all concerned.

WEST BENGAL GOVT DECLARES 8% DA(DEARNESS ALLOWANCE)

The West Bengal government today declared eight per cent dearness allowance for its employees and those belonging to government-aided institutions.
With effect from December 1, 2010, the government will provide the first instalment of DA for its staff, teachers, non-teaching employees of aided educational institutions, panchayats, municipalities, municipal corporations, public undertakings and statutory authorities, a finance department statement said.

 
The raised DA will benefit at least 10 lakh employees of the state government, teachers and staff of those state-aided institutions, the release said.

 
There will also be a corresponding increase in the pension of the state government and above organisations, thus benefiting nearly 4.6 lakh pensioners, the release said.

Fixation of pay of re employed pensioners Treatment of Military service Pay

Subject: Fixation of pay of re-employed pensioners -Treatment of Military service Pay

The undersigned is directed to refer to the orders issued vide OM dated 5.4.2010 on fixation of pay of re-employed pensioners. These orders inter-alia lay down that on re-employment in civilian organizations, Military Service Pay shall not be admissible. However, the benefit of MSP given to all retired Defence Forces officers/personnel by reckoning it at the time of calculation of their pension (notionally in the case of pre-1.1.2006 pensioners) should not be withdrawn. Accordingly, while the pension of such re-employed pensioners will include the element of MSP, they will not be granted MSP while working in civilian organizations.

In the instructions issued by the Ministry of Defence vide their letter No. 1/69/2008/D(Pay/Service) dated 24th July 2009, Pre-retirement pay has been defined as under:

(i) In respect of re-employment taking place on/or after 1.1.2006 pre-retirement pay for those who retired after 1.1.2006 means the pay in the pay band plus grade pay but inclusive of Non-Practicing Allowance (NPA) if any, last drawn before retirement.

(ii) In case of officers who retired before 1 .1 ,2006 and also those who retired after 1.1.2006 in the pre-revised pay scales without opting for the revised pay scales promulgated on or after 1.1.2006 the pay will be basic pay including stagnating increment and Rank pay plus the Dearness pay and  Dearness allowance drawn at the time of retirement.

As per these orders, for pre-2006 retirees rank pay is included as a part of pay but for post -2006 retirees, the MSP is not reckoned in the pre-retirement pay for the purposes of pay fixation on re-employment. However, for pension purposes the reckonable emoluments are – basic pay + grade pay + MSP + NPA wherever admissible. Therefore, while MSP is not taken into consideration for the purposes of pay fixation on re-employment, the element of MSP in pension is deducted.

It has been decided in consultation with the Department of Expenditure, that since the element of MSP is not reckoned in the pay fixation on re-employment, it need not be reduced from the pension either. Hence, In respect of all those Defence officers/personnel, whose pension contains an element of MSP, that need not be deducted from the pay fixed on re-employment.
