Employees’ State Insurance Corporation (ESIC) has undertaken in a phased manner the renovation of various hospitals run by State Government under Employees’ State Insurance Scheme (ESIS) as well as hospitals run directly by ESI Corporation.  Details of the on-going/sanctioned renovation projects are as follows:

However, there is no plan to start a cancer hospital in the country by the ESI Corporation at present.

Since, establishment of medical college is subject to fulfillment of regulatory requirements of physical infrastructure, equipment, placement of faculty and issue of Letter of Permission by the Medical Council of India, no time frame in this regard can be given.

This information was given by Minister of State for Labour & Employment Shri  Kodikunnil Suresh in the Lok  Sabhatoday in reply to a written question.

Retention of Govt. Accommodation on Retirement or Terminal Leave: Amendment in Rules

NOTIFICATION

G.S.R. ….    In pursuance of provision of rule 45 of the Fundamental Rules, the President hereby makes the following rules further to amend the Allotment of Government Residences (General Pool in Delhi) Rules 1963, namely :-
1.    Short Title & Commencement:
(1)    These rules may be called the Allotment of Government Residences (General Pool in Delhi) Amendment Rules 2013.
(2)    They shall come into force from the date of their publication in the official Gazette.

2.    In the Allotment of Government Residences (General Pool in Delhi), Rules, 1963
(a)    In Supplementary Rule 317-B-11, in the table sub—rule (2), against the item (ii) relating to retirement or terminal leave, for the figure and words “2 months on normal licence fee and another 2 months on double the normal fee” occurring under the column relating to permissible period for retention of the residence, the figure and words “2 months on normal licence fee” shall be substituted.
(b)    In Supplementary Rule 371-B-22, the existing provision in para 3 i.e.
“ Provided further that in the event of retirement or terminal leave, the allottee shall be eligible to retain the Government accommodation for a further period of two months on payment of four times of the normal licence fee and subsequent two months on payment of six times of the normal licence fee for special reasons involving medical/educational grounds, subject to appropriate certification by the authorities concerned”
shall be substituted by
“Provided further that in the event of retirement or terminal leave, the allottee shall be eligible to retain the government accommodation for a further period of one month on payment of six times of the normal licence fee for special reasons involving medical/educational grounds, without certificate”.

DELAY IN GRANT OF DA - HOLD PROTEST DEMONSTRATION ON 23RD APRIL 2013

            Since the implementation of the recommendations of the 4th central pay commission in 1986, the Dearness Allowance (DA) is paid in two six-monthly installments – in March and September of every year. The practice followed since then is that the order granting DA to government employees is issued in March and September itself.

            This time the practice in force since 1986 is violated. Our enquiries with concerned Ministries informed us that the file is already moved for Cabinet approval. But it is nearly a month now. The cabinet has found no time to take a decision on this.

            This naturally is quiet disturbing, especially in the time of galloping price line. The employees have, in the past, fought bitterly for grant of DA and the 3rd CPC gave a definite formula for DA in the aftermath of the one day strike on 19th September 1968. We cannot allow the hard won DA to be tampered with.

            Confederation has written to Prime Minister conveying the disquiet amongst the amongst the employees over the inordinate delay in the grant of additional installment of DA due from 1st January 2013 and urging the Prime Minister to take immediate steps to assuage the feelings of the employees. Copy of the letter is given along with this Circular.

            The Secretariat of Confederation therefore calls upon every affiliate as well as State Committee of Confederation to organise lunch hour demonstration in the work place on 23rd April 2013, Tuesday and send the following telegram to the Prime Minister of India.

            Each affiliate and State Committee of Confederation may send a detailed report on implementation of the programme in their organisation/state to the Confederation CHQ.

            Subject: Grant of Dearness Allowance to Central Govt Employees and Officers – Reg.

            I am to invite your kind attention to the delay in the grant of additional installment of Dearness Allowance to Central Government employees and officers and the consternation it is causing amongst the employees.

            It would be apt to point out here that since the implementation of the 4th CPC recommendations with effect from 1st January 1986, the Dearness Allowance is paid to Central Government employees in two six monthly installments – along with the salary for March and September every year. The 5th and 6th CPCs also recommended the same principle for payment of additional installments of DA and since then the order granting additional installment of Dearness Allowance is being issued well in advance honouring the recommendations.

            The Central Government Employees were expecting the announcement of grant of additional installment of Dearness Allowance (8 % with effect from 1st January 2013) and Office Memorandum on that in the month of March 2013 itself. The delay of more than a month has led to disquiet amongst the employees.

            I shall be thankful if the fears of the central government of employees are allayed by immediately releasing the additional instalment of Dearness Allowance with effect from 1st January 2013 without any further delay.

Computer Fund (Fee) is not for Class 1 & 2 Students: KVS clarification


Joint Commissioner (Academic), KVS has issued letter to all Zonal head of KVS regarding computer fund (fee) is not to be taken from the students of Class 1 & 2.  This letter is issued in Hindi language the contents of the same is translated below:

Computer Fund(Fees) is not to be taken from Class one and two. If Computer Fund(Fees) has been taken from the students then return immediately Computer Fund(fees) to those students.

Announcement of DA from Jan 2013: Speculation of reasons for delay


After implementation of recommendations of Sixth Pay Commission the Govt. has accepted the calculation of standard formula for calculation of future DA and in para 4.1.19 Sixth Pay commission has recommended that DA may continue to be sanctioned twice a year as on 1st January and 1st July payable with the salary of March and September.  After 6th CPC implementation order of DA from January of respective years was issued/declared as follows:-


15/3/2007- 6% – Thursday
07/3/2008 -6% – Monday
26/2/2009- 6% – Thursday
19/3/2010 – 8% – Friday
22/3/2011- 6% – Tuesday
23/3/2012 -7% – Friday

DA from January, 2013 is yet to be announced.  No any reason for delay is stated from any reliable sources and no exact reason can be constitute for it.  Now everyone to speculate the reason for delay in announcement.  The following main facts are presented to inspect the reasons:

1. Merger of DA with Basic Pay:  This is the first reason is everyone's mind.
Positive points are for this reason:-
(a).  Unexpected delay in announcement -  Traditionally DA for January should be announced in the Month of March.  There is no complicated formula for calculation of expected DA.  Only formal announcement was to made by Govt.
(b).  2014 General Election - Next General Election is in near future.  All are expecting that Govt. may consider about merger of DA in view of the inflation and vote bank.
(c).  Union Minister Ajay Maken's letter to PM about inflation -  This letter showing that some part of Govt. is also in favour of enhancement of pay and allowances of Central Government Employees. [click here to see]
(d).  Employee Unions are pressing hard for merger of DA.
(e).  In press clip for expectation of announcement of DA on 2th April mostly news article added that confederation has demanded the merger of DA and in practice govt. merged the DA when it reach 50% cap. [click her to see press clip]

Negative points of this reason:-

(a) 6th CPC has not recommended for merger of DA.  In Para 4.1.18 of recommendation of 6th CPC :
4.1.18 ……This conversion, however, is not necessary in the revised structure being recommended where increments are payable as a percentage of the pay in the pay band and grade pay thereon and provision has been made for all allowances/benefits to be revised periodically linked to the increase in the price index. The Commission is, therefore, not recommending merger of dearness allowance with basic pay at any stage.
(b)  Recently Govt. already denied any possibility of merger of DA.  [click here to see]

2.  Delay in announcement due to administrative reasons:-  Finance Minister, who is the main authority to approve the DA was on tour in past.  In practice decision of approval of enhancement in DA can be taken in Cabinet Meeting [meeting of Economic Affairs].  On the constitution of meeting of economic affairs on 2nd affairs the media had expected on 1st April that enhancement in DA will be approved by Govt.  But in absence of Finance Minister the meeting which was chaired by PM deferred the hike in DA including other major decision related to Finance Ministry.

The next meeting of Cabinet Committee of Economic Affairs was also placed on 4th April but there was no any indication about approval of DA, however govt  decontrolled the lavy on sugar.

The decision on hike in DA by CCEA is based on some calculation about impact of enhancement of DA in govt. budget.  The administrative reason for delay may be insufficient calculation or any mis-calculation of impact of enhancement of DA.

In the conclusion even after the seventh day of the month of April, the enhancement in DA from January, 2013 is yet to be declared by the Government.  On Tuesday or Thursday [traditionally the meeting day of cabinet] decision may be taken by Govt.  This time if formal announcement not made by Govt. and any written approval was got by authority to hike in DA, we expect the direct formal order from Department of Expenditure.  All knows the announcement of DA hike can be delayed but not denied.

Possibility of Announcement of DA from January, 2013

Will DA announced today?  -  In last post we have discussed about reasons for delay in DA announcement. This post is checking the possibility of early announcement of DA:-

All are waiting for announcement of DA, which should be announced by Govt in last week of March,2013.  Till date no any reason or logic for delay in announcement has been constituted by any authority.  Today is Thursday and the question is raised that whether Cabinet meeting will hold or not; but no any information available in this regard.  As usual decision of enhancement in dearness allowance has been taken in meeting of Cabinet Committee on Economic Affairs.  The composition of this committee is given below:

In last month from 25th March to 29th March our Prime Minister was on visit to South Africa with other ministers.  In first week of April i.e. from 1st to 3rd April the Finance Minister was on visit to Japan.  That time on 2nd April the Cabinet Meeting was held in Chairmanship of Prime Minister and decision of hike in dearness allowance was deferred in absence of Finance Minister [click here to see].  Now this time Prime Minister is not in country and there is no any news of any Cabinet Meeting for today in media.  If hike in DA is strictly depends on Cabinet Meeting and Cabinet Meeting will not hold in absence of PM then announcement of DA will be delayed.

Now staff Unions are started to insist to govt. to immediate announcement of DA [see AIRF letter to FM] hope of immediate action in this regard is alive. In order to deal with abnormal price rise govt employee have no other option than expecting dearness allowance to be increased.   Again let us hope it will be announced very shortly.

Safety of Passengers Remains Top Priority: Bansal


Two-Day General Managers’ Conference Begins

The Minister of Railways Shri Pawan Kumar Bansal said that it is heartening to know that Indian Railways has entered the prestigious one billion tonne select club in freight movement joining with China, Russia and USA. He congratulated General Managers and all railway men for this milestone achievement. He said that Indian Railways has achieved a remarkable freight loading capacity leading to this achievement. The Railway Minister announced an award of Rs. 5 crore for this achievement. The Minister stated this while addressing the two-day conference of General Managers of all Zonal Railways and Production Units which began here today.

The Railway Minister pointed out that safety in railway operations is always a priority subject and all efforts should be made to ensure safe railway operations. He hoped that the conference will deliberate on all safety related issues in detail and will take suitable measures wherever required. The Minister said that the efforts should also be made to minimize human error which also leads to accidents. He said that reasons for human error should be properly ascertained and corrective measures be taken to address this issue like, creating necessary environment for the crew, proper training and counseling of safety staff etc.

Expressing concern over the loss of innocent lives at unmanned level crossings, the Minister said that concerted efforts are required to create awareness among the road users regarding precautions to be taken at such crossings. Shri Bansal said that panchayats and village elders could be involved in this awareness campaign so as to sensitize the local road users about the hazards of avoidable accidents at unmanned level crossings.

Referring to the cleanliness, the Railway Minister said that it is important to ensure cleanliness on trains, in station area, at platforms and the surroundings. He called upon the General Managers to personally take interest and undertake regular monitoring on these fronts. Talking about Adarsh Stations, the Minister said that the work on them should be expedited. He said that it is also necessary to dispose off the scrap lying all around expeditiously which will not only bring revenue to the Railways but also keep the surroundings clean. He also asked General Managers to pay attention to punctuality of trains movement.

The Railway Minister said that Railway Board has been asked to work out a time bound action plan for implementation of steps taken for the convenience of differently abled and aged passengers as mentioned in my budget speech. He said that work on escalators needs to be expedited for the passengers convenience. Referring to the catering services, the Minister said that quality of the food served should be good and pantry cars should be maintained hygienically. The catering complaint number should be popularized so that people may send their complaints and get redressal of their grievances, he added.

The Minister also emphasized on better inventory management so as to make best use of Railway resources especially its rolling stock. Referring to several staff welfare measures in his budget speech, Shri Bansal said that General Mangers should ensure that there is constant improvement in staff quarter conditions, RPF barracks, hostel facilities for single woman Railway employees, medical facilities and education facilities. It is necessary to take proper care of employees so that they are able to contribute further in the growth of Indian Railways, he added. The Minister expressed happiness that the industrial relations in Indian Railways have always been good and the credit for it goes to both Railway management and the Railway employees for showing sense of accommodation.

Speaking on the occasion, Minister of State for Railways, Shri Adhir Ranjan Chowdhury said that Indian Railways is a nation within a nation and is the most visible institution touching lives of millions of people. He said that the criticism and feedback received from Railway users should be utilized in improving facilities. He called upon General Mangers to be proactive resilient and visionary. He also emphasized upon integration of infrastructure of entire railway network for optimum output.

In his speech, Minister of State for Railways, Shri Kotla Jaya Surya Prakash Reddy said that it is really remarkable that Indian Railways has achieved one billion freight loading target. However, to increase the freight loading further, Railways will have to increase its loading capacity and for this, General Managers should ensure that the works are expedited and completed timely. Shri Reddy said that security of our passengers, both in the trains as well as within the railway premises, should be accorded a very high priority. Security of women travelers also needs to be improved. Expressing concern over encroachment cases of Railway Land, Shri Reddy said General Managers can explore mapping of the Railway Land with correct boundaries along with a detailed map of the track for better land management and monitoring of Railway assets.

In the beginning Chairman Railway Board Shri Vinay Mittal outlined the agenda of the Conference and presented action plan for the General Managers.

Central Medical Services Society


Central Medical Services Society (CMSS), a Central Procurement Agency of Ministry of Health and Family Welfare, has been registered under Societies Registration Act, 1860 on 22-03-2012. CMSS will be responsible for procuring health sector goods in a transparent and cost-effective manner and distributing them to the State/UT Governments by setting up IT enabled supply chain infrastructure including State warehouses in 50 locations.

The main objective of CMSS will be to ensure uninterrupted supply of health sector goods to the State Governments. Rules and Regulations of CMSS have been framed. MoHFW is providing one time budgetary support of Rs.50 crores to enable establishment of CMSS.CMSS has been permitted to charge a service fee on the value of procurement to meet its operational expenses which should be well within an upper ceiling of 5% of the value of procurement. CMSS is being made operational shortly.
