BSNL reports 1st-ever loss of Rs 1,823cr

State-owned telecom firm BSNL reported a net loss of Rs 1,823 crore for 2009-10 mainly due to payment of wage arrears for the past three years, as against Rs 575 crore net profit in the previous year.



The company's total revenues also plunged by over 10 per cent during the year at Rs 32,045 crore (both from services and other income), compared to Rs 35,812 crore in 2008-09, BSNL CMD Kuldeep Goyal told reporters here.



This is the first-ever loss registered by the PSU since its inception in October 2000, when it was spun off the Department of Telecom (DoT).



The losses, however, coincided with a distinction of BSNL achieving mobile subscriber base of 100 million.



Goyal, meanwhile, is retiring today after a stint of 3-year as CMD of BSNL.



"We have implemented the wage revision this year and paid arrears for the last three years and the outgo was Rs 2,900 crore," Goyal said.

Government plans uniformity in commerce education

 The Union ministry for human resource and development is chalking out a plan to bring uniformity in commerce education across all the schools in the country. “The core curriculum for science is ready and we are now working on developing a common commerce curriculum for all school boards,” said Union HRD minister Kapil Sibal, on the sidelines of the Indo-US summit on higher education in Mumbai.



The HRD ministry is planning to push with a common curriculum on maths and science across schools in the country as well, which will be followed soon by commerce. The ministry hopes to implement the science and maths curriculum from 2011. The Council of School Board of Education (COBSE), the apex body for all school boards and councils in the country, will spearhead the implementation of the common commerce curriculum.



Addressing the three-day summit, organised by the Indo-American Society, the HRD minister re-emphasised on the country’s need to have 800 more universities to take its gross enrolment ratio (GER) to 30% by 2020 from 12.4% at present.



He underlined the fact that Indian students going abroad for education is not a sound economic model, rather bringing education to Indian students is the right way. “Manufacturing and services sector have outsourced for higher output per dollar. Similarly, in education this model can work,” said Mr Sibal.



However, he added that no foreign university will be allowed to take back the profit to their home countries. “I am expecting the Harvards and MITs to do what they do in their home country—put the earning back into the institution and not pass them to shareholders,” said the HRD minister.



The HRD ministry is also planning to give a big push to increase employability in the country by introducing vocational training and education courses right at the higher secondary level in the country.



“We are going to introduce huge range of courses in the 10+2 (higher secondary) level which will be in tandem with the trade that thrives in that locality,” he said. “We will take inputs from the state governments but the standards will be set at the national level.”

Subject: Extension of Modified Assured Career Progression Scheme to the Staff Car Drivers of Central Government.



The undersigned is directed to refer to this Department’s O.M. No.35034/3/2008-Estt. (D) dated the 19th May, 2009 regarding introduction of Modified Assured Career Progression Scheme (MACPS) for the Central Government Civilian Employees and to say that para 13 of Annexure-I of the Scheme provides that Existing time-bound promotion scheme, including in-situ promotion scheme, Staff Car Driver Scheme or any other kind of promotion scheme existing for a particular category of employees in a Ministry / Department or its offices, may continue to be operational for the concerned category of employees if it is decided by the concerned administrative authorities to retain such Schemes, after necessary consultations or they may switch-over to the MACPS. However, these Schemes shall not run concurrently with the MACPS.



2. In pursuance of the decision taken in the meeting of the Departmental Council (JCM) of Department of Personnel & Training held on 08.05.2010 in respect Agenda Item No. 57.31, it has been decided in consultation with the Department of Expenditure, the benefits of the MACPS shall also be extended to the regular Staff Car Drivers of the Central Government Ministries/Departments/Offices, as a fall back option, if they are unable to get promotion within the percentage based present system.



3. Para 13 of the Annexure-I of the MACPS accordingly stands modified to this effect. In other words, the Staff Car Driver Scheme and the MACPS shall run concurrently.



4. All Ministries/Departments may give wide circulation to this decision for general guidance and appropriate action in the matter

Federation seeks health insurance for pensioners

The All India Federation of Pensioner's Associations has appealed to the Central and State governments to provide health insurance cover to all their employees and retirees.



At the association's two-day annual general body meeting that got under way here on Friday, its representatives said employees of the Post and Telegraph Department should also be made beneficiaries of Central Government Health Scheme (CGHS). The Centre should also provide more CGHS facilities in districts as pensioners were forced to seek treatment at nearby government hospitals in their absence, they added.



“All pensioners, whether they retired before 2006 or after, should be treated on a par and the financial benefits due to them should also be equal,” the association president K.S. Jayavelu said. He also appealed for increasing the pension for destitute elderly persons in the State to Rs.1,000.



Members of the association suggested that pension for those covered under Employment Provident Fund be “reasonably revised”.



Principal Secretary, Health, V.K. Subburaj, inaugurated the meeting and released two books – Healthy Nutrition for the Elderly and Elders' Health – authored by geriatrician V.S. Natarajan.



Mr. Subburaj said only half of those who work in the government sector retire with full retirement benefits. Others spend several years running from one department to the other to settle “audit objections”.



Sometimes retirees spend even up to 20 years in their efforts to get their full pensions, he said. Unless audit objections are sorted out, retirement benefits would be withheld, he added.



“Usually we are lenient with employees who are retiring. But sometimes action has to be taken based on audit objections. Government sector employees should know the rules and not delay taking decisions to avoid audit objections,” he suggested.



He urged the retirees to opt for health insurance scheme and annual check up to avoid high medical bills. Anyone with an annual income of less than Rs.72,000 was eligible for treatment under the State government's Kalaignar insurance scheme, Mr. Subburaj said.



“We have master health check up at government hospitals. Senior citizens have special schemes at the GHs and are given preferential treatment,” he added.

Functioning of CPWD Toll Free Number.-1800 114499

  The Central Public Works Department (CPWD) service centres across Delhi has a toll free number to enable residents of the Government quarters to lodge their complaints for repair and other works. To improve the efficiency and quality of maintenance services being provided by CPWD Service Centres across Delhi, a new system of Computerized Registration of Complaints through a Toll-Free No. (1800 114499) has been started.  The new service enables generation of computerized record for registration of complaints, their attendance, report to an feed-back from residents, etc. in an objective manner through a third party call centre.  These records enable the department to generate automatic reports on the efficiency, promptness and the quality of service being provided by the CPWD Service Centres.



In cases of delayed services or unsatisfactory services, the system provides for their onward transmission to senior supervisory officers automatically.  However, since these services have been launched very recently, there are some initial glitches resulting into occasional complaints by the residents. Once the teething troubles are over, the new system is expected to substantially improve the efficiency and quality of services of CPWD Service Centres.  In view of the advantages of the new system, there is no proposal to revert back to the old system.

All India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for The Month of June, 2010





          All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of  June, 2010 increased by 2 points and stood at 174 (one hundred and seventy four).
            During June, 2010, the index recorded an increase of 8 points in Varanasi centre, 6 points each in Quilon and Giridih centres, 5 points in 4 centres, 4 points in 8 centres, 3 points in 13 centres, 2 points in 17 centres and 1 point in 19 centres. The index decreased by 1 point each in Ludhiana and Ghaziabadcentres, while in the remaining 12 centres the index remained stationary.
The maximum increase of 8 points in Varanasi centre is mainly due to increase in the prices of Rice, Wheat, Fresh Milk, Onion, Vegetable and Fruit items, Electricity Charges, Bus Fare, Tailoring Charges, etc. The increase of 6 points in Quilon centre   is due to increase in the prices of Rice, Fish Fresh, Onion, Vegetable and Fruit items, Cigarette, Tailoring Charges, etc. and inGiridih centres it is due to increase in the prices of Mustard Oil, Fish Fresh, Turmeric Powder, Vegetable and Fruit items, Soft Coke, etc. However, the decrease of 1 point each in Ludhiana and Ghaziabad centres is due to decrease in the prices of Onion, Vegetable  items, Sugar, etc.

Railways to give job, market price for land acquired.

Railways has decided to introduce a 'Job-for-land' policy under which one member of each family whose land was acquired will be given a permanent job besides entailing market price for such lands.



"We have recently notified the new policy entailing market price for land acquired as well as a railway job for displaced families," said a senior Railway Ministry official.



As per the notification, only one person from each family will be offered jobs for lands acquired. In case the land is owned by more than one person, a Competent Authority as defined by the Railway (Amendment Act 2008) will decide who shall be considered an applicant, he said.



Zonal railways are being instructed to invite job applications from those whose lands are being acquired, the official said.



However, the policy stipulated that it "must be ensured that the displaced person has not received any land from the state government in lieu of his or her land being acquired for the project."



Railways administration should request the concerned competent authorities to issue certificates to those persons whose land has been acquired to facilitate proper verification of the claims.



The change in the policy comes in the wake of Railways facing stiff protest in UP against land acquisitions for the Dedicated Freight Corridors (DFC).



Railways are to acquire more than 20,000 acres of land for the Western DFC and Eastern DFC.



Railway Minister Mamata Banerjee had already announced in a public meeting in West Bengal that her ministry would consider providing job to one member of each family whose land was being acquired for railway projects.
