IGNOU course for CISF

CISF personnel will now be able to get formal degrees on security issues. CISF and Indira Gandhi National Open University signed an MoU on higher education on Monday under which they will be able to pursue BSc and MSc in security operations. Matriculates will be able to pursue a bridge programme. The scheme is likely to benefit especially those personnel who come from poor economic backgrounds and have not been able to pursue higher education. tnn

Some areas that will be taken up are industrial security management, access control, modus operandi of crime in industries, crime review and action plan, role of modern security gadgets, potential security threats, safety and security audit, vulnerability and risk assessment, counter-terrorism and post-defence, ambush and counter-ambush, mob psychology, disaster management, aviation security duties and VIP security.

IGNOU will also recognize the in-service training that is imparted to personnel as part of their main course. The courses will be conducted within the framework of the National Industrial Security Academy and the Regional Training Centres of CISF.

AICPIN FOR APRIL-2011

All India Consumer Price Index Numbers for Industrial Workers on base 2001=100 for the Month of April, 2011
            All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of April, 2011 increased by 1 point and stood at 186 (one hundred & eighty six) .
            During April, 2011, the index recorded increase of 6 points in Chhindwara centre, 5 points in Jharia centre, 4 points each in Nagpur, Kodarma, Ajmer,  Giridih, Angul Talcher and Belgaum centres, 3 points in 8 centres, 2 points in 13 centres and 1 point in 21 centres. The index decreased by 4 points in Tiruchirapally centre, 3 points in Darjeeling centre, 2 points each in Salem and Hubli Dharwar  centres, 1 point in 6 centres, while in the remaining 18 centres the index remained stationary.
            The maximum increase of 6 points  in  Chhindwara centre is mainly on account of increase in the prices of Goat Meat, Country Liquor, Refined Liquor, Firewood, Doctors’ Fee, etc. The increase of 5 points in Jharia centre is due to increase in the prices of Rice, Milk, Vegetable & Fruit items, Soft Coke, Clothing items, etc. The increase of 4 points each in Nagpur, Kodarma, Ajmer,  Giridih, Angul Talcher and Belgaum centres is due to increase in the prices of Rice, Jowar, Milk, Chillies Dry, Vegetable & Fruit items, Firewood, Ornament Glass, etc. The decrease of 4 points in Tiruchirapally centre is the outcome of decrease in the prices of Rice, Onion, Vegetable & Fruit items, Flower/Flower Garlands, etc. The decrease of 3 points in Darjeeling centre is due to decrease in the prices of Wheat Atta, Mustard Oil, Turmeric Powder, Onion, Vegetable & Fruit items, etc.

LTC PACKAGES TO NER ATTRACT CENTRAL GOVT EMPLOYEES

With pre-monsoon showers bathing the Scotland of the East into a more lush shade of green, tourists, especially from neighbouring Kolkata are making a beeline to bask in the cool climes of Shillong.

"Oh, it is unbelievably cool out here," exclaims Sauravi Chatterjee, a tourist from Kolkata, who has escaped to the Pine City to escape the sweltering heat in her hometown.

"We love the hills out here and people are so elegant," gushes Saswati Dutta, yet another tourist from West Bengal. "We performed pujas at the Kamakhya Shrine in Guwahati before coming to Shillong," says Sudhir Dey, also from Bengal.

With the official monsoon just a few weeks away, botanists and zoologists from across the world are waiting with bated breath too to descend on the verdant Cherrapunjee (Sohra), its treasures multiplying fast with every bout of rainshower.

"Wild flowers and moss grow all over the hills in the region during the rains," says a botanist at the headquarters of Botanical Survey of India, Shillong.

Officials in the tourism department say tourist flow to the state has been rising steadily over the past few years. "The overall peaceful atmosphere and the sheer beauty of pristine nature, besides better communication, lodging and food facilities and popular annual festivals have been attracting tourists to the state," says an official in the state tourism department.

Beautiful lakes, breathtaking waterfalls set in pine forests and rolling green hills make the Shillong a popular hill station in the country.

Also reputed as the hub of western music, Shillong has emerged as an important destination for international music groups, attracting a large number of music buffs from not only the Northeast but other parts of the country and abroad as well.

Trekking, swimming, bird watching, shopping, golf and water sports are some of the activities that keep visitors engaged here. Home to an amazing variety of flora and fauna, Meghalaya has two national parks and two wildlife sanctuaries. There are also many caves, some the longest in Asia.

An added attraction for tourists here is the leave travel concession (LTC) package offered by the Centre to government employees traveling to the Northeast.

"The enhanced LTC facilities under which tourists can travel economy class on air encourages many to visit Shillong, apart from its sheer beauty of course," says a travel agent.

"The Centre is keen on luring LTC travelers to the relatively peaceful and enchanting, yet lesser visited Northeast, also to dispel misconceptions about the place," says a senior tourism official. "With direct flights between Kolkata and Shillong, the flow of tourists to Meghalaya is expected to increase," the official adds.

"Almost all hotels in the city have been booked by budget tourists," says the owner of a popular hotel in Police Bazar.

DEARNESS ALLOWANCE (DA) JULY 2011

After the implementation of Dearness allowance w.e.f January, 2011, all are looking for the next Dearness allowance which should be implemented from July, 2011. As per the 6th Central Pay Commission, all Central Government Employees get Increment from the month of July every year. But D.A is much emphasized than increment. The increment gives only 3% of Basic Pay, but D.A may be more than that and gives more monetary benefit than increment. So people awaiting the declaration of D.A than increment.

The financial website comes with the expectations and calculations of new Dearness Allowance, which would be implemented w.e.f July, 2011. This time The Government tried maximum to catch hold the inflation and the rate of inflation came down on February from the month of January, 2011 (188 to 185) and remain constant in March, 2011. The Consumer price index number of April, 2011 will be published on the end of May, 2011 and there may not be much increase. As per the present scenario the Dearness Allowance may be 55% and may be increased a little bit more.

But due to the recent increase of the price of petrol and the expected increase of the price of other petroleum products, the cost of almost all essential commodities may go up and the All India Consumer Price Index also may go up simultaneously. Then the possibility of Dearness allowance also may go up to 59% or may touch 60% which is very difficult predict right now.

We hope that the Government will try maximum to bring down the cost of living and consumer price index. The increase of cost of living gives a hard time for the people

Andhra govt reserves more posts for physically challenged

In a bid to help the physically challenged, the Andhra Pradesh government on Saturday decided to reserve more government posts for them under the Andhra Pradesh Public Service Commission for the next 10 years.

According to a press release, Chief Minister N Kiran Kumar Reddy decided to increase the percentage of reserved posts for physically challenged, besides giving an age concession of 10 years for them and exemption from fee for the applications submitted to the APPSC.

The new reservation facility will remain in force till May 31, 2021 and would prove helpful to the physically challenged, the press release from the Chief Minister's Office said.

Teachers to take quality test

For as long back as you can think, it has always been the teachers who have tested the proficiency of students. However, with the Right To Education (RTE) Act, 2009 coming into existence, it will soon be compulsory for school teachers to take the quality test - the Central Teachers Eligibility Test (CTET).

The Union ministry of human resource and development has authorised the Central Board of Secondary Education (CBSE) to conduct the CTET for appointment of teachers from standards I to VIII in central government and CBSE-affiliated schools. The CTET will for the first time be conducted in Pune, Mumbai and Thane on June 26.

The test has currently been made mandatory for new appointments of teachers to CBSE schools under the central government - like Kendriya Vidyalayas, Navodaya Vidyalayas, Tibetan Schools and schools under the administrative control of the Union Territory of Chandigarh and Andaman & Nicobar Islands, as well as other schools affiliated to the CBSE.

The test is necessary for teachers who want to join CBSE schools, for they will not be eligible for consideration if not armed with CTET scores.

In the city, however, the management of certain CBSE schools, which are not under the Central government, have asked the present lot of teachers to also take the test, but no one is complaining since the teachers are seeing it as an opportunity to brush up their skills.

Speaking to TOI on Thursday, N Nagaraju, joint secretary, CBSE, and in-charge of CTET, said, "The implementation of RTE Act requires the recruitment of a large number of teachers across the country in a time-bound manner. Despite the enormity of the task, we need to ensure that the quality requirement of teachers is not diluted at any cost."

He further said, "It is important to ensure that individuals recruited as teachers possess the essential aptitude and ability to meet the challenges of teaching at primary and upper primary levels. The CTET is designed in such a way that all the requirements to recruit quality teachers are met through the test."

"The test may also apply to unaided private schools, who may exercise the option of considering the CTET," Nagaraju said.

Neelam Chakrabarty, principal, Delhi Public School, said, "It was a management decision to ask all our teachers to write the examination. A total of 84 teachers from our school will be appearing for the CTET and they are currently preparing for the same."

Aspiring teacher Rajani Venkat, who is taking the exam, said, "The CTET is for teachers what entrance examinations are to students. Thus, it is like an entrance exam for teachers before being appointed in schools. I believe this will only fine tune our teaching skills and produce quality teachers."

English teacher Kanika Swami, who is also writing the exam, said, "The CTET will have multiple-choice questions. We have seen our students writing exams based on this pattern. So getting first-hand experience will help. Also, the exam will hone our expertise. For example, when I will now explain Nelson Mandela as a personality or the geography of Africa, I will have a better idea, since I am going through these lessons all over again."

Swami said, "Apart from that, preparing for an exam is learning in itself and is part of my growth process as a teacher."

This is the first year of the CTET, which will now be conducted annually. The validity period of CTET qualifying certificate for appointment is seven years. There is no restriction on the number of attempts for acquiring a CTET certificate. A person who has gets the CTET degree may also appear again for improvement of scores.

Jayashree Venkatraman, principal, DAV Public School, said, "The test will definitely bring about all-round development of the teachers. An English teacher will also be writing mathematics and science papers and vice-versa. The process will add to the existing qualification of our teachers."

AIM

FREQUENCY OF EXAM

VALIDITY PERIOD OF CTET CERTIFICATE

The validity period of CTET certificate will be seven years for all categories. There is no restriction on the number of attempts. A person qualifying the CTET may appear again to improve his/her score

OBC quota may be split among different castes

The Centre is considering splitting the 27% OBC quota among different backward caste groups in a move that will challenge the overpowering influence of dominant communities like Yadavs and Kurmis and may trigger a resistance.

In what will change the face of backward caste reservation as brought in by Mandal Commission two decades ago, the government plans to divide backward castes into sub-groups based on their socio-economic status. Each bloc would be assigned a part of the 27% reservation quota in central jobs and education, thus saving the weaker backwards from competing with stronger communities which have cornered the quota benefits.

National Commission for Backward Classes chairman M N Rao strongly argued for breaking down of 27% reservation into 'quota within quota' catering to sub-groups of 'real backwards' and prosperous ones, saying OBCs were not a homogenous class but had wide disparity amongst themselves. "A stonecutter and a goldsmith cannot be lumped together and asked to compete for a job," he told TOI, adding that there was a "feeling among real backwards" that benefits were not trickling down.

The government has responded to the commission's proposal by advising it to take up sub-classification after December when the BPL census – an exercise that will help identify the poor and enumerate OBCs – ends.

The proposed move will impact the prospects of different OBCs for central jobs and educational opportunities amid the widespread grievance that stronger groups among backwards like Yadavs and Kurmis in the north and similar ones in other regions have cornered the benefits. Complaints of dominant OBCs getting a disproportionate share of quota benefits have already led states to introduce subdivision.

OBC satraps like Lalu Prasad, Mulayam Singh Yadav and Sharad Yadav may resist the move, dubbing it a machination to split backward unity. There is, however, an element of irony in it for them. For, it is they who insisted on caste-wise enumeration of the poor -- an exercise which will yield data of disparities among backwards, laying the foundation for splintering the OBC quota.

It could trigger a churn in the already volatile backward politics because while the OBC satraps would insist on maintaining status quo, the weaker among backwards may support the classification move. Having played second fiddle to the "forwards among the backwards", these categories, referred to as "most backward castes (MBCs) or extremely backward castes( EBCs)", have now begun to flex their political muscles.

An assortment of castes, they make up the overwhelming majority of the backward population and helped Nitish Kumar end Lalu Prasad's hegemony in Bihar. In neighbouring UP, they have been a powerful complement to Mayawati's dalit base.

On the all-India level, Congress can hope to be a beneficiary. The party's effort to cut into the OBC constituency has not succeeded despite the decision under UPA-1 to extend the OBC quota to central educational institutions. The failure is attributed to the signature of OBC satraps on Mandal quota. Congress can hope to attempt an outreach to the MBCs/EBCs with a move which will have the party's political imprimatur on it.

Importantly, a similar proposal for dividing SCs has polarized dalits into opposing groups, forcing the social justice ministry into a re-think.

Subject : Encashment of Leave to be granted to Government Servants on
their appointment in Central Public Enterprises

The undersigned is directed to state that this Department has been receiving references from various Ministries / Departments seeking clarification regarding the entitlement to leave encashment on appointment of Government Servants in Central Public Enterprises.

2. As per DoPT OM No. 2801615/85-Estt.(C) dated 3 1/1/1986, appointment of an officer in a Central Public Enterprise after acceptance of his technical resignation from Government is treated as immediate
absorption. As per the terms and conditions contained in this OM, a Central Government Servant taking appointment in the Central Public Enterprises on Immediate Absorption basis was entitled to encashment of Earned Leave to his credit at the time of acceptance of his resignation from Government Service, subject to a limit of 180 days. Half Pay Leave stood forfeited. (The limit of Earned Leave which could be thus encashed was later raised to 300 days).

3. It is clarified that as per rule 39-D of the CCS (Leave) Rules, 1972, the calculation of leave encashment in case of permanent absorption in Public Sector Undertaking / Autonomous Body wholly or substantially owned or controlled by the Central / State Government will be as per  mlc 39(2)(b) which has been amended vide Notification GSR 170 dated 1/12/2009 to read as under:-

The cash equivalent of leave salary under Clause (a) shall be calculated as follows and shall be payable in one lump sum as a onetime settlement
-
No commutation of Half Pay Leave shall be permissible to make up the
shortfall in Earned Leave.

4. All Ministries / Departments may note for further action accordingly.

Track your PF account on web in 3 months

A circular was issued on May 24, asking all regional offices to complete updating of 2008-09 accounts by May 31, and that of 2009-10 by June 30, say reports.

   There is some good news for more than 47mn subscribers to the Central Government's Employee Provident Fund scheme. You will soon be able to keep a close tab on your PF account on the Internet, according to reports.

   The Employees' Provident Fund Organization (EPFO) has reportedly posted the details of the accounts' status of all its 120 offices on its website.

   A circular was issued on May 24, asking all regional offices to complete updating of 2008-09 accounts by May 31, and that of 2009-10 by June 30, say reports.

   The EPFO's move to put in place a software for updating accounts annually across its 120 offices will help it meet the Finance Ministry's goal of updating all pending accounts by September.

   In March this year, the Finance Ministry had approved the 9.5% interest rate announced by the EPFO for its 47.2mn subscribers for FY 2010-11 on the condition that it would update the pending accounts within six months.

   The EPFO has updated 28.7mn accounts since then, according to reports.

   The EPFO handles a corpus of about Rs. 3.5 lakh crore annually.

The undersigned is directed to refer to this Department's OM of even number dated 27.11.2009 whereby a Special Recruitment Drive for filling up the backlog reserved vacancies of SCs, STs and OBCs was launched. It was stipulated that all the backlog vacancies existing in the Ministries/Departments and its Attached Offices/Subordinate Offices/Public Sector Undertakings/Autonomous Bodies etc. as on 15.11.2009 shall be

filled up by 15.7.2010. It could, however, not happen. The Drive was, therefore, extended upto 30th June 2011 vide OM of even no. dated 04.01.2011 and all t h e Ministries/Departments were requested to make concerted efforts to fill up the backlog reserved vacancies which had remained unfilled till then during the extended period of the Drive.


2. In view of the fact that the drive would conclude on 30.06.2011, it is requested that earnest efforts be made to fill up all the identified backlog vacancies by the said date.



3 . All Ministries/Departments are requested to submit the progress of the drive to this Department, in proformae already prescribed earlier, in respect of the Ministry/Department and all its attached/ subordinate offices and autonomous/public sector undertakings by 20.07.2011 .



4 . It may be noted that progress of the drive is to be submitted to the Cabinet immediately on completion of the drive and as such it would be important that complete and up to date information is sent to this Department by the above date so that correct progress may be reported to the Cabinet, for which Ministry/Department would be responsible.

Mixed response to AIEEE second round

Around 2500 students who were not able to appear in the AIEEE exam earlier, appeared at the five examination centres across the city. The examination difficulty level received a mixed response from the students.

While many students believed that the exam was relatively tougher as compared to the one held earlier on May 1, there were also those who found the exam to be easy.

Puneet Kaur, one of the students who appeared in the exam said that the questions were relatively tough as compared to the exam held earlier. ''The difficulty level of the questions was much higher this time,'' she said.

Backing her, Palak Sharma, another engineering aspirant said that the exam was no cakewalk. ''It was much more conceptual and tricky as compared to the previous one held a few days ago. The paper setters should have stuck to the same difficulty level if they were planning the exam in two parts.'' The format of question paper was same as it was on May 1. Manu Pandey, a student who appeared for AIEEE said, ''The paper was on the same pattern in comparison to the paper that was conducted earlier. But overall the paper stressed over basic concepts and strong analytical skills were required to tackle the questions.''

Abhay Mahajan, a Mathematics expert and IIT graduate said, ''The Mathematics part was relatively analytical and calculative in comparison to previous paper and conducted on May 1.''

NOTIFICATION

   G.S.R ... ... ...(E):- In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 off the Constitution and after consultation with the Comptroller and Auditor General of lndia in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Conduct) Rules ,1964, namely :-

   1 . (1) These rules may be called the Central Civil Services (Conduct) Amendment Rules, 2011.

        (2) They shall come into force on the date of their publication in the Official Gazette.

  2. In the Central Civil Services (Conduct) Rules, 1964, in rule 18, -

            (a) for sub-rule (3), the following shall be substituted, namely:-

   "(3) Where a Government servant enters Into a transaction in respect of movable property either in his own name or in the name of the member of his family, he shall, within one month from the date of such transaction, report the same to the prescribed authority, if the value of such property exceeds two months basic pay of the Govemment servant:

   Provided that the previous sanction of the prescribed authority shall be obtained by the Government servant if any such transaction is with a person having official dealings with/ him".

   (b) in Explanation I, in clause ( 1 ) , in sub-clause (a), for the letters, figures and words "Rs 10,000, or one-sixth of the total annual emoluments received from my Government , whichever 1s less", the words 'two months' basic pay of the Govemment servant, shall be substituted

Subject: Payment of Overtime Allowance in the revised pay to the employees of Defence Industrial Establishments governed by Factories Act,1948.

   Consequent upon revision of pay structure as per the VI CPC recommendations, the matter regarding payment of OTA,as per revised pay to the employees of the Ddfence Industrial Establishments under Factories Act,1948 has been considered in consultation with the Ministry of Labour & Employment and DOP&T.That Ministry have clarified that OTA is a statutory provision and it would be admissible to the employees covered under the statutory provision of the Factories Act,1948 on the basis of revised wages with effect from the date the wages were revised.

   2.OTA on the basis of revised wages after implementation of VI CPC recommendations, is subject to the conditions stipulated in this Ministry’s O.M No.14(1)/97/D(Civ-II) dated 1st July 1998.

   3.This issues with the concurrence of Defence (Finance/AG/PB)vide their I.D No.133/AG/PB dated 18th April 2011 and after consultation with Ministry of Labour & Employment vide O.M.No.Z-16025/75/2009-ISH-II dated 14-01-2011.

CBSE mulls online route to engg, medical colleges

LUCKNOW: Taking lessons from the recent question paper leak of the 2011 All India Engineering Entrance Examination (AIEEE), the Central Board of Secondary Education (CBSE) is seriously mulling over an online route to admissions in various medical and engineering institutions.

Verifying this here on Monday, CBSE chairman, Vinit Joshi, said, "Online tests and admissions are the methods adopted in the developed world. In fact this year, we conducted the AIEEE exam online as well, though on a pilot basis. The experience has been a satisfying and it appears to be promising."

Joshi was in the city to inaugurate RBN Global School, which is a residential-cumday boarding school based on the principle that every child is talented.

Talking to the media, Joshi added that a committee has already been constituted to examine the possibilities of conducting online medical and engineering entrance exams. The committee comprises Prof Phalguni Gupta of IIT Kanpur, Prof BR Garg from University of Delhi and a senior officer at CBSE, Delhi MC Sharma. The committee has also been asked to find out the source of the leak and suggest ways to plug in the gap. It has also been asked to expedite related issues highlighted during the course of police investigations.

Asked to comment on the practical aspect of the online solution, keeping in mind the magnanimity of the exam, Joshi said, "We can hold the exam in a phased manner.

Spreading it across 10-15 days, the way CAT is conducted." He quickly added that there may be some teething troubles, but, the system would be a more reliable version. Joshi also interacted with principals of various CBSE schools in the region in a workshop on quality of education in the 21st century.

On the count, Joshi informed that certain programmes to develop leadership qualities in principals were being organised by the board. "The aim is to have better leaders who can make their teams work efficiently.

For this we have tied up with management and educational institutions like IIMs and Bhartiya Vidya Bhavan," he said.

Responding to a query on proficiency tests, the chairman said that the tests are slated to take place in the first week of July. "Details of the content and dates have been circulated in schools," he said. Asked to comment on the difficulty level of the exam, which is being compared with competitive exams such as AIEEE and AIPMT he said, "The exams would not be difficult as such. But, they are application-based, which demands immense understanding of the subject.

Those who have not been able to comprehend with the concepts may find it difficult."

Retirement age stays 60, pensioners disappointed

But some say it’s a good decision
Many city pensioners’ associations awaiting a decision on extension of retirement age of central government employees were disappointed on Monday when the Department of Personnel and Training (DoPT) decided to keep it at 60 instead of 62.

A senior member from the establishment department of the DoPT told Newsline, “It has not been discussed and we have not issued any orders or have taken any ‘in-principle decision’ on the same.’’

“Though there was no official announcement, the news of the extension of retirement age was widely circulated among the departments,’’ said M Naik, associated with the central government.

B J Piwal, a member of the central government employees for national confederation, said he was disappointed with no extension in the age. “Though we had no news or order from the seniors in the department, news which appeared on the Net about the extension gave us some hope. Two more years would have good,’’ he said.


P K K Unni, a member of the central government association, said one has to think about the unemployed youth who are hoping to get government jobs. “The government is justified in not increasing the age as it will affect youngsters,’’ he said.

The last time the government extended the retirement age of central government employees was in 1998. It was also a two-year extension from 58. This was preceded by the implementation of the Fifth Pay Commission, which had put severe strain on government finances. Subsequently, all the state governments followed the Centre’s policy by extending the retirement age by two years. Public sector undertakings too followed suit.

A certain section of the employees serving in various government establishments feel that the news of the extension was more political with the government facing lot of corruption cases.

P K Raje, another central government employee, said, “The rumour was earlier circulated last year as well. However, even if the government is not extending the age limit, it should recruit more people.’’ He said IMD Pune’s mechanical wing has many vacancies but there has been no news of filling up the posts.

Subject: Extension of scope of Family Pension to widowed/divorced/unmarried daughter and dependent disabled siblings of Central Government servants/pensioners – Clarifications – reg.

The undersigned is directed to state that as per the existing provisions of CCS (Pension) Rules, 1972 as amended from time to time, the son/daughter of a Government servant/Pensioner is eligible for family pension upto the date of his/her marriage/remarriage or till he/she starts earning or till the age of 25 years, whichever is earlier. Further, a disabled son/daughter of a Government servant/Pensioner suffering from any disorder or disability of mind, including mentally retarded, or who is physically crippled or disabled, is eligible for family pension for life subject to the fulfilment of certain conditions. Subsequently, orders were issued vide this Department’s O.M. No.45/86/97-P&PW(A) dt. 27.10.97 and No.1/19/03-P&PW(E) dt. 30.8.2004 making divorced/widowed daughters eligible for family pension even after attaining the age limit of 25 years subject to the fulfilment of certain conditions. It was subsequently clarified vide this Department’s O.M. No.1/19/03-P&PW(E) dt. 11.10.2006 that family pension to widowed/divorced daughters is admissible irrespective of the fact that the divorce/widowhood takes place after attaining the age of 25 years or before.

2. Further, orders have been issued vide this Department’s O.M. No.1/19/03-P&PW(E) dt. 6th September, 2007, whereby an unmarried daughter of a Government servant/Pensioner beyond 25 years of age, has been made eligible for family pension at par with the widowed/divorced daughter subject to fulfilment of certain conditions. However, family pension to the widowed/divorced/unmarried daughters shall be payable in order of their date of birth and the younger of them shall not be eligible for family pension unless the next above has become ineligible for grant of family pension. Further, the family pension to widowed/divorced/unmarried daughters above the age of 25 years, shall be payable only after the other eligible children below the age of 25 years have ceased to be eligible to receive family pension and that there is no disabled child to receive the family pension.

3. Subsequently, orders have been issued vide this Department’s O.M. No.1/15/2008-P&PW(E) dt. 17.8.2009 whereby dependent disabled siblings of a Government servant/pensioner have been made eligible for family pension for life subject to the fulfilment of certain conditions.

4. Representations have been received in this Department from various quarters (i.e. Pensioners’ Associations, etc.) to the effect that the claims for family pension of widowed/divorced/unmarried daughters and dependent disabled siblings are not being entertained by certain Ministries/Departments on the plea that their names do not appear in the details of family members submitted by the Government servant/Pension to the Head of Office from where he/she had retired. Besides, in cases where a Government servant/Pensioner had expired prior to the issue of above referred orders by this Department, the claims of widowed/divorced/unmarried daughters, etc. for family pension are not being entertained by Ministries/Departments on the plea that they were not eligible for family pension at the time of retirement/death of the Government servant or death of the Pensioner. This Department has been requested for issue of appropriate clarificatory orders in the matter so as to settle the family pension claims of the aggrieved widowed/divorced/unmarried daughters, etc., of the Government servants/Pensioners.

5. The matter has been considered in this Department in consultation with Department of Expenditure, Ministry of Finance. It is hereby clarified that subject to fulfilment of other conditions laid down therein, the widowed/divorced/unmarried daughter of a Government servant/Pensioner, will be eligible for family pension with effect from the date of issue of respective orders irrespective of the date of death of the Government servant/Pensioner. Consequently, financial benefits in such cases will accrue from the date of issue of respective orders. The cases of dependent disabled siblings of the Government servants/Pensioners would also be covered on the above lines.

6. All Ministries/Departments are requested kindly to settle the family pension claims of widowed/divorced/unmarried daughters and dependent disabled siblings accordingly on priority. They are also requested to bring these orders to the notice of their attached/subordinate organizations for compliance.

7. This issues with the concurrence of the Ministry of Finance, Department of Expenditure vide their U.O. No.97/EV/201 1 dated 06.04.2011.

8. In so far as their applicability to the personnel of Indian Audit and Accounts Department is concerned, these orders are being issued in consultation with the C&AG of India vide their U.O. No.65-Audit (Rules)/14-2010 dt. 26.4.2011.

Clarification on increase in certain allowances by 25% as a result of enhancement of Dearness Allowances w.e.f. 1.1.2011

Subject: Clarification  on  increase  in  certain allowances  by  25% as a  result  of
enhancement of Dearness Allowances w.e.f. 1.1.2011  -

On  the  above  mentioned  subject,  it  is  stated that  consequent  upon enhancement of Dearness Allowance payable to Central Government employees @ 51% w.e.f.  1st January, 2011  vide Ministry of Finance, Department of Expenditure O.M.  No.1(2)/2011-E-I1  (l3)  dated  24 th March, 2011,  the following points  are clarified:

a) The annual ceiling limit for reimbursement of Children Education Allowance shall  be  Rs.15,000/-  per  child.  Accordingly,  the  quarterly  claim  could  be more than Rs.3750/- in one quarter and less than Rs.3750/- in another quarter subject to the annual ceiling of Rs.15,000/- per child and Hostel Subsidy shall
be Rs.3750/- per month per child;

b)  The  rates  of  Special Allowance  for  Child  Care to  women  with disabilities stands revised to Rs. 1250/- per month; and

c) The  annual  ceiling for  reimbursement  of  education  allowance  for  disabled children of Government employees shall be treated  as revised to Rs.30,000/ per  annum per  child and the rates of Hostel Subsidy for disabled children of  Government employees shall  be treated as revised  from Rs.6000/-  per  child
per month to Rs.7500/- per child per month.

2.   These revisions are applicable with effect from 1st January, 2011

3 .   These revisions shall be subject to other terms and conditions mentioned in this Department's  O.M. No.12011/03/2008-Estt  (Allowance)  dated  2.9.2008  and O.M. No  12011/04/2008 dated  11.9.2008.

AIEEE re-test on May 11

Following the leak of the All India Engineering Entrance Examination (AIEEE) paper conducted by the CBSE over the weekend, the examination for those who could not appear for it has been scheduled for May 11.

A Human Resource Development Ministry spokesperson said: “The 32,000 students who could not take the AIEEE can appear for it on May 11. Professor Phalguni Gupta of Indian Institute of Technology-Kanpur is heading a committee which will enquire into the leak and submit a report within four weeks.”

The leaked paper had resulted in widespread chaos for students across the country.

Payment of fee under the RTI Act by Indian Postal Order.

Subject:- Payment of fee under the RTI Act by Indian Postal Order.

The undersigned is directed to say that the Right to Information (Regulation of Fee and Cost) Rules. 2005 provide that a person seeking Information under the RTI Act. 2005 can make payment of fee for obtaining Information by cash or demand draft or banker’s cheque or Indian Postal Order. It has been bought to the notice of this Department that some pubic authorities do not accept fee through the Indian Postal Orders.

2. As stated above, one of the approved modes of payment of fee under the Rules is through Indian Postal Order. Refusal to accept fee through the IPO may be treated as refusal to accept the application. It may result Into imposition of penalty by the Central Information Commission on the concerned Central Pubic Information Officer under Section 20 of the Act. All the pubic authorities should, therefore, ensure that payment of fee by IPO is not denied.

3. Contents of this OM may be brought to the notice of all concerned.

AICPIN for the month of March, 2011

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of March, 2011 remained stationary at 185 (one hundred and eighty five).

During March, 2011, the index recorded decrease of 4 points in Chennai centre, 3 points each in Warrangal, Tiruchirapally, Vadodara and Quilon centres, 2 points in 12 centres and 1 point in 17 centres. The index increased by 6 points in Srinagar centre, 5 points in Hubli Dharwar centre, 3 points each in Bhilai, Sholapur and Mysore centres, 2 points in 5 centres, 1 point in 13 centres, while in the remaining 21 centres the index remained stationary.

The maximum decrease of 4 points in Chennai centre is mainly on account of decrease in the prices of Rice, Onion, Garlic, Vegetable items, Flower/Flower Garlands, etc. The decrease of 3 points each in Warrangal, Tiruchirapally, Vadodara and Quilon centres is due to decrease in the prices of Rice, Arhar Dal, Onion, Garlic, Vegetable items, etc. The increase of 6 points in Srinagar centre is the outcome of increase in the prices of Rice, Poultry (Chicken), Vegetable & Fruit items, Bus Fare, Tailoring Charges, Utensils Copper, etc. The increase of 5 points in Hubli Dharwar centre is due to increase in the prices of Rice, Goat Meat, Fish Fresh, Milk, Tea (Readymade), Pan Leaf, etc. whereas, the increase of 3 points each in Bhilai, Sholapur and Mysore centres is due to increase in the prices of Rice, Wheat, Milk, Coffee Powder, Firewood, etc.

The indices in respect of the six major centres are as follows :

1. Ahmedabad – 177

2. Bangalore – 188

3. Chennai – 163

4. Delhi – 169

5. Kolkata – 178

6. Mumbai – 183

The All-India (General) point to point rate of inflation for the month of March, 2011 remained static at 8.82% in comparison with the level of February, 2011. Inflation based on Food Index is 8.29% in March, 2011 as compared to 7.65% in February, 2011.
