MEMORANDUM OF THE PRINTING, STATIONERY AND PUBLICATION EMPLOYEES TO THE 7TH CENTRAL PAY COMMISSION 

CHAPTER-A 

INTRODUCTION : 

 The Department of the Printing, Stationery and Publication known as P.S.P. is under the control of the Ministry of Urban Development of Govt. of India. The Directorate of Printing an attached office of Ministry of Urban Development, Govt. of India, headed by the Director is the Chief controlling authority of the Govt. of India Presses, Govt. of India Forms Store and Outside Printing Branch. The Stationery Department also called as Govt. of India Stationery Office, being a Subordinate Office is headed by the Controller of Stationery who is also the Chief Controlling Authority of Stationery. The third wing of the P.S.P. Departments is the Department of Publication; also a Subordinate Office is headed by the Controller of Publication. The National Federation of PSP Employees (N.F.P.S.P.E.), being the only recognised Federation in the P.S.P. departments and sole bargaining agent for safeguarding the interests of both the Industrial and Non-Industrial Workers’ and Employees Unions and Associations of Printing, Stationery and Publication Departments under one banner is honoured to submit this Memorandum before the Commission covering all the staff of the P.S.P. Department.

GENERAL SUBJECT MATTER: 

The Federation had submitted exhaustive Memorandum to the 6th Central Pay Commission and the Federation was called for interview for clarification of their demands. But, on the basis of the Demands of the Federation and its units for removal of disparities in the Pay Scales and Special Allowances in comparison to other Ministries and Departments were not acceded to which we will focus on the successive chapters.

Hence, this Federation requests 7th Central Pay Commission to look into the cases of anomalies of different cadres with an outlook of logical conclusion and ensure that the justice to the affected cadres may not be denied any further and thereby, Right to equality may be upheld. (Supreme Court’s Judgement may be referred to). As no Departmental Anomalies Committee has so far been set by the Ministry of Urban Development, the anomalies are still unsettled.

 However, this Federation believes that 7th Central Pay Commission is the proper forum and empowered to set right the anomalies existing in the Pay Scale and Special Allowances in different cadres of Printing, Stationery and Publication Department. This Federation is of the firm opinion that 7th Central Pay Commission should not leave any matter to any expert committee but should themselves make the whole recommendations after consulting the delegation of this Federation to avoid denial of justice to the existing Industrial and Non-Industrial/Administrative Office Staff. The Commission should seat as Court of Appeal on all issues of Printing, Stationery and Publication Department employees. In order to help the members of present commission to give proper weight-age to the staff we are placing some important points along-with the functioning of the 3 departments as well as the functioning of the cadres to recommend their scales of pay and promotional avenues.
