FIRST POST BANK ATM IN BANGALORE

BANGALORE, INDIA: When you hear 'ATM', what is the first thing that you relate to it? I am sure, many of us, including me, relate it to savings bank ATM card.

How about an ATM card similar to a debit card/ATM card issued by a bank for postal account? Sounds different right?

Yes, the Department of Posts, in an effort to provide enhanced solutions to its customers is all set to launch the first Automated teller Machine (ATM) in Bangalore GPO premises shortly, through a core banking solution.

Last year, the department of post had announced that it has plans to set up 1,000 ATM centres at different post offices across the country, with an aim provide better customer service through IT enablement of business processes and support functions.

Implementing new banking solution enables postal department to offer all kinds of services that are offered by private banks to more than 200 million post office saving bank (POSB) account holders in 1.55 lakh post offices.

When CIOL enquired about the launch of India's first India Post ATM, an official concerned with the Bangalore post office said, on condition of anonymity, that the ATM facility will be launch shortly with good features.

He further added that the postal ATM card enables POSB account holders to withdraw money from any bank ATM, provided they have enough savings.

"POSB account holder need not rely only on Post Office ATMs," he added.
Recently, TCS announced that it had bagged a Rs 1,100 crore, six-year contract from the Department of Posts to provide end-to-end IT modernisation program to equip India Post with modern technologies and systems to enable it to serve more services to more customers, in an effective manner.

The IT modernisation project dubbed 'India Post 2012' will help the department achieve a wider reach among the Indian population through increased customer interaction channels and through new lines of business.

Kapil Sibal Launches “e-Gov Appstore” - http://apps.gov.in

Shri Kapil Sibal, Minister of Communications and Information Technology, Government of India, today launched the pilot e-Gov application store. This e-Gov Appstore has been designed, developed and hosted by DeitY through NIC. The Appstore will being functional efficiencies in the government and enable citizen to receive services in more streamlined manner. Inclusion of IT is governance aims to reduce uncertainty and improve transparency” said Shri Sibal on the occasion.

The e-Gov Appstore aims to be a National level common repository of productized applications, components and web services that can be used by various of government agencies/departments at Centre and in the States. This will enable acceleration of delivery of e-services as envisaged under NeGP and optimise the ICT spending of the government.

Core and common applications that have high demand and are replicable across the central and state levels would be available on the e-Gov Appstore, which shall be hosted on the National Cloud.

Currently 20 Applications, 8 Components and 1 Web Services are hosted. These applications are sourced from 8 distinct States / UTs and provide a gamut of G2C/G2B services. Going ahead, the applications will be productized and made available on the e-Gov Appstore for use

The present version of the e-Gov Appstore has the following features: (1) Sharing of applications (2) Search for applications (3) Provides basic information about an application on selection (4) Allows users to provide feedback and rate an application (5) Has two level approval process for contributing applications (6) Allows authenticated users to download application for consumption

This e-Gov Appstore will be augmented to include applications and components developed by various departments and agencies at Centre and States and by private players; and a complete eco-system will be established (including mechanism for funding, charge back, contract management, SLAs) and will become a part of the GI Cloud initiative under Government of India.

(a) whether the Government has considered various demands of the Central Government employees and if so, the details thereof;
(b) whether the Government has held discussions with the Trade Unions and other organisations before the Nation wide strike;
(c) if so, the details thereof and if not, the reasons therefor;
(d) whether the Government proposes to consider the demands in the interest of employees; and
(e) if so, the details thereof and if not, the reasons therefor?

ANSWER

(a): The Government has in operation a Joint Consultative Machinery (JCM) scheme and as per the scheme of JCM, this Department deals with staff side on the National Council (JCM). The JCM scheme is for promoting harmonious relations and of securing the greatest measure of cooperation between the Government, in its capacity as employer and the general body of its employees in matters of common concern and deals with issues and demands raised by the staff side. Regular interactions are held at requisite levels to address the concerns of Government employees.

(b) & (c): A meeting was convened by Union Minister of Labour & Employment with the representatives of Central Trade Unions (CTUs) on the 13th February, 2013 to discuss the charter of demands and call for all India strike given by the Central Trade Unions on 20th and 21st February, 2013. Subsequently, a Group of Ministers (GoM) held a meeting with the representatives of the major CTUs on 18th February, 2013. The Union representatives were assured that Government is serious on the demands related to working class and taking all possible measures to redress them. An appeal was issued to them to withdraw the strike.

(d) & (e): Government has taken various measures to address the concerns raised by the trade unions. These relate to huge amount spent on food subsidy to ensure availability of food grains to the poor at very concessional rate through the Public Distribution System, the Food Security Bill to further increase the availability of subsidized food grains to the larger segments of the population. National Employment Policy has been prepared by the Ministry of Labour & Employment to ensure inclusive and equitable growth process, so as to achieve the goal of remunerative and decent employment for all women and men in the labour force. The Government has enacted Unorganised Workers’ Social Security Act, 2008 and has also set up Nation Social Security Fund (NSSF) with a corpus of Rs.1000 crore. National Social Security Board has also been constituted which is advising the Government from time to time on Social Security Schemes. Action to amend the Contract Labour (Regulation & Abolition) Act, 1970 is underway wherein it is, inter-alia, proposed that in case where the contract labour perform the same or similar kind of work as the workmen directly appointed by the principal employer, the wage rates, holidays, social security provisions of contract labour shall be the same as are available to the directly appointed workmen on the roll of principal employer. Further, a Bill is being brought before the Parliament to amend the Minimum Wages Act, 1948 to provide a National Floor Level Minimum Wage.

Diabetes Control : Top 15 Diabetic Tips for Indians


Diabetes control is governed by following the right diabetic diet. What to eat and what not to eat is important for diabetes control and diabetes cure or diabetes reversal. These are the top 15 diabetes diet tips from diabetologists and nutritionists. Even if you are pre-diabetic or borderline diabetic, or diabetes is part of your family, it is important to follow a diabetic diet to prevent diabetes.

Diabetologist, Dr. Sanjiv Bhambani with Moolchand Medcity suggests, “A diabetes diet should be high on fibre, must contain milk without cream, buttermilk, fresh seasonal fruits, green vegetables, etc.” But remember to consume these components in moderation.

Diabetes diet for Indians should have the ratio of 60:20:20 for carbs, fats and proteins. The doctor explains, “Per day calorie intake should be between 1,500-1,800 calories with a proportion of 60:20:20 between carbohydrates, fats and proteins, respectively.” He adds that a diabetes diet should “have at least two seasonal fruits and three vegetables in a diet plan.”

Though dry fruits may seem like a healthy snack, it is not a good option for diabetics, as the fructose can spike your sugar level. Go for fresh fruits rather than dry fruits for diabetes
control (but there are some restrictions... we’ll come to it). But you can still opt for nuts as a healthy snack.

The doctor shares his recipe for diabetes diet for Indians:

- One teaspoon of methi seeds soaked overnight in 100 ml of water is very effective in controlling diabetes.
- Drink tomato juice with salt and pepper every morning on an empty stomach.
- Intake of 6 almonds (soaked overnight) is also helpful in keeping a check on diabetes.

Rekha Sharma, President and Director of Indian Dietetic Association, shares some major diabetes diet pointers that one should follow at home or at a restaurant.

Whole grains, oats, channa atta, millets and other high fibre foods should be included in the meals. If one feels like consuming pasta or noodles, it should always be accompanied with vegetable/sprouts.

Milk is the right combination of carbohydrates and proteins and helps control blood sugar levels. Two servings of milk in a daily diet is a good option.

High fibre vegetables such as peas, beans, broccoli and spinach /leafy vegetables should be included in one’s diet. Also, pulses with husk and sprouts are a healthy option and should be part of the diet.

Pulses are important in the diet as their effect on blood glucose is less than that of most other carbohydrate containing foods. Vegetables rich in fibre help lowering down the blood sugar
levels and thus are healthy.

Good fats such as Omega-3 and monounsaturated fats (MUFA) should be consumed as they are good for the body. Natural sources for these are canola oil, flax seed oil, fatty fish and nuts. These are also low in cholesterol and are trans fat free.

Fruits high in fibre such as papaya, apple, orange, pear and guava should be consumed. Mangoes, bananas, and grapes contain high sugar; therefore these fruits should be consumed lesser than the others.

A large meal gives rise to higher blood sugar in one’s body, therefore it is essential to take small frequent meals to prevent both higher and very low blood sugar values and keep them constant. Small in between snacks can be dhokla, fruit, high fibre cookies, butter milk, yogurt, upma/poha with vegetables etc.

A person with diabetes should follow a diet
which is low in carbohydrates, high in fibre and contains adequate amounts of proteins, vitamins and minerals; and avoid fatty foods and sweets. He/she should also take frequent small meals (5 meals pattern).

What not to do:
Artificial sweeteners can be used in cakes and sweets for diabetic people (in moderation).
Have lots of fluid.
Limit intake of alcohol.
Should you have non-veg?In non-vegetarian diet, seafood and chicken can be taken rather than red meat as red meat contains higher amount of saturated fats. Also, patients with high cholesterol should avoid egg yolk and red meat.

The diabetes diet for Indians includes carbohydrates, proteins and fats. As always, a balanced and planned diet can build and improve personal health. A controlled diabetes diet may seem like a drag and bore, but a good cook can add life to a diet. Time to call up mom and experiment with diabetes
diets!

No LPG to houses with multiple-connections from June 1


 NEW DELHI: Cooking gas or LPG supplies to households having unverified multiple connections will stop from June 1, state-owned oil firms announced today.

The three state-owned fuel retailers have been "directed to stop supplies of LPG refills to households having multiple- connections for which no KYC (Know Your Customer) details have been received, with effect from June 1," a statement issued by Indian Oil Corp, the nation's largest oil firm, said.

No transactions, including delivery of non-subsidised cylinders, will be permitted in such cases once such connections have been blocked. IOCBSE 0.63 % said all multiple LPG connection holders have been identified and intimated. All three firms, IOC, Hindustan PetroleumBSE 1.96 % ( HPCLBSE 1.96 %) and Bharat Petroleum ( BPCLBSE 1.41 %) are sharing data on LPG customers.

Customers whose name figure on the list of multiple connection holders need to submit their KYC details along with proof of identity and proof of address immediately to their LPG distributors to continue receiving uninterrupted quota of subsidised cylinders, IOC said.

Other customers whose names do not appear in the list need not submit their KYC details as of now.

"The oil companies are advising all multiple-connection holders to submit their KYC details, pertaining to the LPG connection they wish to retain, immediately to their LPG distributors," the statement said adding customers have been advised to surrender excess or multiple connections.

Though the deadline for submission of KYC was December 31, 2012, KYCs are being accepted and LPG connections are being regularised for supply of subsidised cylinders till date, it added.

Reference Air HQ letter No. Air HQ/23996/1/PP&R-I dated 28 February, 2012 seeking clarification whether children born after failure of sterilization operation resulting in multiple births will be entitled for Children Education Allowance.

2. The matter has been examined in the Ministry in consultation with DOP&T. It is stated that re-imbursement of Children Education Allowance/Hostel Subsidy in respect of child/children born at the time first birth resulting in twins or multiple births after failure of sterilization operation is permissible.

Mother and Child Tracking System


Mother and Child Tracking System (MCTS) is a web enabled name based system to monitor and ensure delivery of full spectrum of services to all pregnant women and children.

The system was introduced about 3 years back. It is currently being implemented throughout the country with active involvement of States/UTs. More than 4.06 crore pregnant crore pregnant women 3.3 crore children have been registered in the system since its inception.

Over 99.5% districts, 96% health blocks, 88% health facilities (other than Sub Health Centres (SHCs) and 94% SHCs are reporting data in MCTS.

Total 2.3 lakh ANMS are registered in MCTS, of which 2.2 lakh (96.6%) ANM are registered with Phone Number.

Total 8.4 lakh ASHAs are registered in MCTS, out of which 6.9 lakh (82.9%) ASHAs are registered with Phone number.

Everyday approximately 7-8 lakh SMSes are being sent to the beneficiaries carrying useful IEC messages related to maternal and child care, schemes like JSY, JSSK and Direct Benefit Transfer.

Regular Work plants are being sent to ANMs/ASHAs through SMS.

Daily SMSes are also being sent to senior officials of GOI and State Governments, Regional Directors, State Coordinators, District Collectors, Chief Medical Officers, District Programme Managers etc. regarding mother and child registration status, service due and delivery status.

MCTS system has been synchronised to Central Plan Schemes Monitoring System to make JSY payments online directly into the beneficiary’s bank account in select pilot districts where the Director Benefits Transfer scheme is being rolled.

(b) if so, whether Post Based Roster register is being maintained for the Principal and Headmaster candidates as mandated by DoPT circulars;
(c) if so, whether the vacancies were calculated in accordance with the DoPT instructions for selections/recruitment held in 2012-13; and
(d) if not, what action has been taken for the violation of Constitutional requirement, adversely affecting the interests of SC/ST / OBC?

(a) Yes, Sir.

(b) to (d) There are 978 posts of Principals (Group ‘A’) in Kendriya Vidyalaya Sangathan (KVS). As per recruitment Rules, 1/3rd of posts are filled in by promotion from amongst the feeder cadre of Vice-Principals, who are also placed in Group ‘A’ cadre. Since, reservation for promotion from Group ‘A’ to Group ‘A’ is not applicable, so no reservation is being provided for the purpose of promotion to the post of Principal. 2/3rd posts i.e. 652 posts of Principals are being filled in through direct recruitment by an All India Open Competitive Examination. As regards Head Masters, the mode of recruitment is 100% by promotion i.e. 50% by seniority-cum-merit basis and 50% by Limited Departmental Examinations.

During 2012-13, a total of 122 Principals (Direct Recruits), were recruited, out of which 18, 09 & 33 belong to SCs, STs and OBCs categories respectively. Out of 93 Head Masters promoted during 2012-13, 13 belong to SCs category, 06 belong to STs category.

KVS have been providing reservation to SCs, STs and OBCs as per the criteria laid down by DoPT. KVS has been advised by the Ministry of Human Resource Development to fill up existing/back log reserved vacancies as per Post Based Rosters.

Admission in Medical and Dental Colleges


During the last three years and current year, two cases of seeking admission in MBBS course, under 15% All India Quota for the year 2010-11, on production of fake caste certificates in medical college in Jaipur, Rajasthan and Ahmadabad, Gujarat have come to the notice of the Government.

However, no such cases have been reported to Dental Council of India.

The complaints received in respect of medical colleges have been referred to concerned colleges/State Government/Medical Council of India (MCI) for taking appropriate action.

As per the directions of the Hon’ble Supreme Court, every state has an admission/fee structure committee for monitoring of fee structure and ensuing fair and transparent admission process.

This information was given by Minister for Health & Family Welfare Shri Ghulam Nabi Azad, in written reply to a question in the Lok Sabha today.

Dialysis Facilities in Hospitals


Among the three Central Government Hospitals namely Safdarjung Hospital, Dr. Ram Manohar Lohia Hospital and Lady Hardinge Medical College & Hospital, dialysis facilities is available in Safdarjung Hospital and are extended to all patients. Nephrology Department of the Hospital has 13 haemodialysis machines. All dialysis machines are in working condition and almost 25-26 dialysis procedures are done every day in two shifts. Dr. RML Hospital has small dialysis unit of five station which functions from 8.00 AM to 10 PM daily. At present they are only doing haemodialysis for the patients admitted in the hospital for any acute emergency. The dialysis facilities are not available in Lady Hardinge Medical College and Hospital.

In AIIMS, the dialysis facilities are available and there is regular maintenance of dialysis machines. There is no problem faced by patients in AIIMS.

There is a well designated Equipment Maintenance Committee headed by Consultant level officer and the Committee is holding regular meetings for maintenance of equipment and reporting to Head of Institution and monitoring is done by Director General Health Services on monthly basis. Monitoring mechanism for machines is already in place in AIIMS.

As far as installation of adequate number of dialysis machines in Central Government Hospitals are concerned, expansion of existing facilities and creation of new facilities in the Hospitals is a continuous process and taken up in accordance with the requirement and availability of funds.

(a) whether several major private hospitals have decided to stop providing cashless diagnostics and treatment facilities to CGHS beneficiaries due to payment related issues;

(b) if so, the reasons for delay in payment by CGHS; and

(c) the steps taken by Government to streamline the payment process of CGHS in order to avoid inconvenience to CGHS beneficiaries especially pensioners?

ANSWER
THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI GHULAM NABI AZAD)

(a) Yes. One hospital in Delhi viz., Max Devki Devi Heart & Vascular Institute had stopped providing credit facility and therefore, empanelment of the hospital has been suspended w.e.f. 13.2.2013 till further orders. Two hospitals viz., Max Super-specialty Hospital and Fortis Escort’s Hospital, New Delhi opted out of CGHS empanelment on completion of their empanelment of two years. Frontier hospital, Chennai, B.P.Poddar Hospital & Research Centre, Kolkata and Sterling hospital, Ahmadabad have reported to have stopped extending credit facility to CGHS beneficiaries.

(b): There were delays in payment in CGHS in the last quarter of financial year due to piling up of cases on account of shortage of budget and expiry of agreement with the bill clearing agency i.e. UTI-ITSL, which processes the hospital bills and makes provisional payment to the private empanelled hospitals and diagnostic centres.

(c): Government has taken steps to renew agreement with UTI-ITSL and for the clearance of the pending bills on priority basis.

Reimbursement of Fee under Scholarship Scheme


Under the Merit-Cum-Means based scholarship Scheme for students belonging to the notified minority communities full course fee is reimbursed in respect of the 85 Listed Institutions only. For students in other Institutions upto to Rs. 20,000/- is reimbursed.

There is no separate Merit-Cum-Means Scholarship scheme for the Other Backward Classes (OBCs). Under the existing Scheme of Post-Matric Scholarship for OBCs, there is a provision for reimbursement of compulsory non-refundable fees in addition to maintenance allowance, reader charges for blind students, study tour charges, thesis typing/printing charges, book allowances for students pursuing correspondence course, etc for complete duration of the course.

This information was given by the Minister of State for Social Justice and Empowerment, Shri P. Balram Naik in a written reply to a question in Lok Sabha today.
