MERGED SENIORITY LIST OF CM&REVIEW DPC

A letter from AIANGO's secretary to all branch secretaries regarding merger of CH/M.CGE NEWS reproduce the same for your views.


Dear Friends,

1. Merged Seniority list of CM & Review DPC:

Seniority list for Civil, Met, CT, LT, Electrical & Chemical  have been issued.  Mechanical is  under process & may take some more time (approx-10 days).

Representations if any or the Certificate of correctness is to be forwarded to OFB by each Factory without fail before the specified date in each seniority list.

ALL BRANCH SECRETARIES ARE REQUESTED TO  ENSURE THAT THE SAME IS FORWARDED TO OFB BY THE FACTORY BEFORE DUE DATE OTHERWISE DELAY WILL TAKE PLACE IN REVIEW DPC.

YOU MAY NOTE THAT A GOOD NUMBER OF PROMOTIONS ARE SUPPOSED TO BE ORDERED THROUGH REVIEW DPC.

2. Merger OF AF/FM/SH with JWM:

(2.1). As directed by CE Meeting held on 21st Sep/2010-  06 representative of AIANGOs including President & GS met DGOF & Chairman/OFB Sri A.K.Aggarwal in OEF-IB at Kanpur during his camp in Kanpur. We requested him to issue the merger order  in light of the order issued by MOF(Expenditure) as per his commitment made in JCM-III meeting & meetings with Associations & Unions in Factories during his visits   and to give end to this problem. All the logics & justifications, and Sentiments of NGOs were communicated to him by us. He illogically gave a sick statement that MOD has not given him clear directive to merge the posts and he will merge only after receipt of clear directive from  Secretary(DP).

(2.2). 2. President/AIANGOs Sri B.K.Singh visited OFB on 4th & 5th Oct/2010. He met Chairman/OFB on 4th Oct/10 and Member/Per on 5th Oct/10 and expressed the things once again with request to issue required orders.

Chairman/OFB told that “ MOD has forwarded the letter of MOF to OFB asking comments but OFB has not sent any comment. Secretary DP has to decide and give order to OFB. You can meet secretary/DP and request him ”.
Member/Per has also commented almost similar to that. It is learnt that Chairman/OFB has met Secretary (DP) and tried to linger on the issue.

(2.3). At present OFB is in confused stage. OFB has no logic/option  against merger but even then thinking – How to linger on. It is considered by us as U turn by Chairman OFB, Sri A.K.Aggarwal from his commitment and dual policy  on the issue.  He has made it a prestige issue and spoiling the entire supervisory cadre from CM to JWM.

(2.4). His partial behaviour & ignoring attitude with NGOs, dual policy in implementation of CCS(RP) Rules by stopping promotions & continuing illegal recruitment to the  post of JWM and by not merging the posts has been strongly condemned by us in writing asking him to either issue the required orders or to give written reply to this Association with justification for upholding the case.

(2.5).  As decided in last CE Meeting we have completed the first step within the time specified by Central Executive by meeting Chairman/OFB twice and writing him condemning his stand &  asking for written reply.

3. LEGAL ACTION:
 As decided in last CE Meeting,  An Advocate has dispatched a  legal notice to Sri A.K.Aggarwal, Chairman OFB (by name), Sri Devender Kumar, Director/Defence Finance (by name) and   all other authorities of Govt. i.e Defence Secretary, Secretary/DP, Secretary/Expenditure & Secretary/DOP&T  on behalf of AIANGOs on 4th Oct/2010 advising them to issue orders failing which he will file a case in appropriate court of law  in rule-3 with claim of damage as a case of misconduct , harassment of employees by stopping of promotions, illegal recruitment (without promotion) to the promotional post of JWM, adopting of dilatory tactics, Colonial action  & misuse of official position  by DGOF & Chairman/OFB , Sri A.K.Aggarwal.

4. Grant of MACP in DGNAI:

As decided in last CE Meeting CE has  taken up the issue with DG/DGNAI, DCP, PDCP & CNS with warning to raise the level, if not ordered within a considerable time frame.

CE is putting its best possible efforts for all rightful causes and
will ensure achievement whether it may be today or tomorrow.

  1. NGO Association should also demand for time scale promotion as given to Group A Officers of Ordnances Factories. Direct recruitment of JWM should be stopp;ed forthwith.Section officers cadre of cENTRAL sECTTG.sERVICES HAS SUCEEDED IN STOPPING DIRECT RECRUITMENT OF sECTION OFFICER THROUGH upsC. NGO Associn should fight for similar action to stop direct recruitment of JWM and demand timescale promotion at par with Grfoup A officers system and MACP like Group A officer system etc. Case should be filed to implement above demands,
